Delegation of the European Union to the Kyrgyz Republic is inviting concept notes for the grant program entitled ‘Support to the Reform of the Education Sector in Kyrgyz Republic’. The major objective of the grant program is to assist the Government of the Kyrgyz Republic to establish an effective system of formal and non-formal learning capable of delivering high quality services, maximizing the potential of the available human resources and responding to the needs of a rapidly changing society.
Request for grant can be made in between €250,000.00 to €550,000.00 which must be 50-80% of total eligible costs of the action. The action must be completed within 24 to 36 months time period.
The proposal must address one of the following priority actions –
- Actions enhancing the role and capacities of the non-state and civil society actors in promoting and monitoring education reforms as well as putting forward greater levels of transparency, accountability and performance of the Kyrgyz Government at central and decentralized levels.
- Actions supporting establishment and/or enhancement of the mechanisms for civil society organizations (CSOs) and the media engagement in the policy dialogue and formulation, increase of interaction between civil society and authorities to contribute to improving transparency and quality of education policy and implementation of the sector strategies.
- Actions strengthening capacities of the CSOs groups and networks to analyze the republican budget for education sector and to advocate a positive impact on the lives of citizens, particularly poor and vulnerable.
- Actions exploring ways how to better integrate human rights and democratization into education process.
Eligibility Criteria –
- Applicants must be legal persons in non-profit making organizations – non-governmental organizations, non-state actors, international (inter-governmental) organizations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation.
- Applicants must be established in a Member State of the European Union or other countries eligible under
- Regulation (EC) No 1905/2006 of the European Parliament and of the Council of 18 December 2006 establishing a financing instrument for development cooperation. This obligation does not apply to international organizations.
- Applicants must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Applicants must have at least three years’ experience in implementing actions in the specific field of the proposed action.
