The Delegation of the European Union to the Republic of Kazakhstan is accepting concept notes from non-governmental organizations for the European Instrument for Democracy and Human Rights (EIDHR) [the financing instrument for the promotion of democracy and human rights worldwide] Country Based Support Scheme (CBSS) in Kazakhstan. The major objective of the call is to strengthen the role of civil society in promoting human rights, civic freedoms and democratic reform in Kazakhstan.
Grant applications can be made in between EUR200,000 to EUR300,000 which can be 50% to 95% of the total eligible cost for action. The initial planned duration of an action cannot be less than 12 months and more than 30 months. The proposed action must take place in Kazakhstan with aim at providing sustainable, structured and systematic analytical, capacity building, information and dissemination support to the promotion of human rights in the regions of Kazakhstan.
Eligibility Criteria:
- Applicant must be a legal person in a non-profit making organization.
- Applicant must be non-governmental organization, public sector operator, and international organization as defined by Article 43 of the Rules of application of the EU Financial Regulation.
- Applicant must be established in a Member State of the European Union or Kazakhstan. This obligation does not apply to international organizations.
- Applicant must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Applicant must have proven record of implementing, alone and with co-applicants, actions similar to those described under ‘specific objectives’, for at least 2 years.
- Applicant must act with at least one co-applicant.
- Application must be submitted in English.
Note: Applicants must register to PADOR to submit the concept notes. It is recommended that the organizations begin PADOR registration as soon as possible so that they will be able to submit the concept notes before the deadline. Selected concept notes will be invited to submit full applications.
