The United States Agency for International Development – USAID is seeking applications from qualified organizations based in South and Southeast Asia for a Cooperative Agreement to implement a program entitled “Local Capacity Initiative”.
USAID expects to award one or more cooperative agreements in the amount of up to $2,700,000 for a three-year program from on or about May 15, 2015 to a local organization/institution/NGO to implement the Local Capacity Initiative program.
The United States Agency for International Development Regional Development Mission Asia (RDMA) seeks to build the capacity of civil society to advocate for improved HIV and AIDS programming for key affected populations in South and Southeast Asia. RDMA aims to enable local organizations to support and strengthen the capacity of civil society partners to sustainably advocate for improved quality, accountability, and performance of national HIV and AIDS programs in the region.
Priority areas of focus for both the technical assistance and the small grant activities will be:
- Strengthening advocacy capacity;
- Strengthening organizational and institutional capacity, and;
- Strengthening leadership capacity of individuals to develop, implement, and evaluate advocacy efforts aimed at improving HIV and AIDS programming for key affected populations.
Eligibility Information
- It is USAID’s intent to limit this competition to local or regionally-based organizations only. The definition of “local entity” means an individual, a corporation, a nonprofit organization, or another body of persons.
- Local or regionally-based organizations may apply.
- To be eligible for an award, the Applicant must submit their application, in its entirety. Interested organizations should successfully demonstrate in their applications that they are capable of and have the capacity to deliver services in the Lower Mekong countries of Burma, Cambodia, Laos, Thailand, and Vietnam as well as other Asian countries in which the applicant intends to perform the work. For the purposes of this solicitation, other Asian countries include Bangladesh, East Timor, India, Indonesia, Nepal, Pakistan, Philippines, and Sri Lanka. Local Non-Governmental Organizations (NGOs) based in Bangladesh, Burma, Cambodia, East Timor, India, Indonesia, Laos, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, and Vietnam are eligible to submit applications. For the purposes of this solicitation, NGOs include any incorporated entity, either non-profit or forprofit, other than a governmental organization.
