UNAIDS, China is seeking proposals from organizations to manage and coordinate the civil society small grants project for World AIDS Day 2011.
On the eve of World AIDS Day 2011, UNAIDS will be making funding available for small grants to support projects implemented by Chinese civil society and community groups.
The coordinating organization must assist UNAIDS in coordinating the bidding and grant allocation process, handling and disbursement of funds provided by UNAIDS, and carrying out monitoring and evaluation of project implementation.
Required Competences
- Familiarity with the AIDS situation in China;
- Strong networks and linkages with Chinese civil society;
- Strong capacity on website development and management;
- Resources in communication and information sharing;
- Experience and proven competency in carrying out monitoring and evaluation of project implementation;
- Strong coordination skills and management capacity of small grants project;
- Past experience with facilitation of World AIDS Day or similar advocacy events.
Activities
The organization should develop clear criteria against which project bids will be evaluated, based on UNAIDS’ requirements, and should convene a project evaluation panel comprising at least 4 experts and representatives from relevant fields.
The contracted organization should establish an online World AIDS Day internet platform or web page, providing information on the “Getting to Zero: Zero Discrimination” campaign theme; information and guidelines on the grants and bidding process, clear and comprehensive information on the criteria against which bids will be evaluated; and application forms and other relevant information.
After World AIDS Day, the organization should prepare and submit a final report providing information on project implementation, highlighting in particular the long term impacts achieved by these projects.
Expected Outcomes
- Updated internet platform / website which can serve as a model for future coordination and funding efforts;
- Reductions in discrimination in various settings; greater understanding around the harms of discrimination among local government, civil society and other key groups;
- Strengthening of collaboration and cooperation between civil society and local governments and other sectors;
- Minimal duplication of WAD events;
- Greater involvement of PLHIV in WAD activities and strengthening of PLHIV role in the AIDS response as a whole;
- Final substantial report;
- Financial report.
