The US Department of State’s Bureau of Democracy, Human Rights and Labor (DRL) has launched a new Request for Proposals and interested NGOs are invited to submit projects that will have a direct and lasting impact toward an inclusive, stable democratic process that protects fundamental freedoms, stable democratic institutions, and the rule of law in Egypt.
DRL invites organizations to submit proposals for programs to conduct the following: Protect Fundamental Freedoms in Egypt (approximately $1,000,000, pending availability of funding). Programs must address Egypt and may also address up to two additional countries in the NEA region, based on an assessment of the security situation and operating environment.
Activities should address no less than two of the following program areas:
- Analysis, with concrete recommendations for follow-on action, on:
- existing or pending regulations and/or legislation on anti-terrorism and their use in arrest, prosecution, and detention
- existing or pending regulations and/or legislation on free expression, association, and assembly and their use in arrest, prosecution, and detention;
- Support to advocacy efforts to enable a legal framework that upholds international standards regarding citizens’ rights to free association, expression, assembly, and access to information, consistent with Egypt’s obligations under international agreements
- Build advocacy and coalition-building skills of a broad range of CSOs so they can more effectively represent public interests, and assist government representatives to be more responsive to their constituents;
- Support to advocacy efforts/legal advocacy for access to legal or technical assistance to embattled civil society actors or their supporters.
