European Commission has issued a twinning call for proposals for support to the institutional development of the National Agency for Cultural Heritage Preservation of Georgia.
Overall Objective
The overall objective of this project is to introduce internationally recognized best practices in the heritage sector in Georgia with the aim of improving heritage conservation and management, thereby contributing to economic and social development.
The Twinning Project will aim at strengthening the capacities of the National Agency for Cultural Heritage Preservation of Georgia (NACHPG) to upgrade skills and knowledge at all organizational levels. In parallel with proposed adjustments to the legal framework, new ways of working will be introduced which will require specific competences for NACHPG staff. It is therefore necessary to design and implement a training program to support NACHPG staff to adopt new systems and assist them on how to use them.
This transfer of know-how, best practices and standards should result in an increased awareness of stakeholder interests and partnership opportunities. In the field of cultural tourism, for example, the NACHPG can play a role in bringing together municipal governments, civil society, and private investors with the objective of investing in the re-use of historic buildings and improving the tourism infrastructure.
Expected Results
At the completion of this Twinning Project, the following results will be achieved:
Result 1: An effective model of national cultural heritage administration and management for Georgia is defined and agreed by the Beneficiary.
Result 2: Cultural heritage legislative and regulatory framework adequate to the current needs of Georgia is elaborated, leading to improved governance of the cultural heritage sector.
Result 3: Skills and knowledge of NACHPG staff and stakeholders are enhanced
Eligibility: Who may apply
Only Public Administrations and Mandated bodies as per Twinning Manual of European Union MS may apply through European Union MSs’ National Contact Points.
Last date for submission of twinning proposals by the National Contact Points to the Contracting Authority is November 9, 2011
