The Delegation of the European Union to India is seeking proposals for “Capacity Development and Promotion of Diversity for Inclusive, Sustainable Growth in India ” with financial assistance from the Non State Actors and Local Authorities in Development (NSA-LA) and European Instrument for Democracy and Human Rights (EIDHR) Programme.

Programme Objectives
- The global objective of this call for proposal is- “To increase local CSOs and Local Authorities capacity to perform their roles as independent change agents and local development actors more effectively. This may be in the areas of-
- Social
- Cultural
- Environmental
- Civil or Political
- Human Rights & Democracy
- Law & Good Governance
- The specific objectives are-
- To support Indian civil society’s capacity to perform their roles as independent change agents more effectively.
- To support local authorities’s capacity to perform their roles as local development actors more effectively.
- To promote the concept of diversity in the workplace not only within CSOs but also within the private sectors, government institutions, local self governing bodies, associations, federations promoting socio economic & human rights based on principles of equality & non discrimination.
Size of grants
Any grant requested under this Call for Proposals must fall between
- Lot 1 (Civil Society): €1,000,000 to €1,500,000
- Lot 2 (Local Authorities): €375,000 to €375,000
- Lot 3 (EIDHR): €250,000 to €375,000
Lots
This Call for Proposals is divided into three Lots.
- Lot 1: Civil Society (CSO) including the following actions:
- Develop local CSOs’ capacity to perform their role as independent development actors, in particular those CSOs led by socially excluded communities or by groups affected by discriminatory social norms
- Develop more specifically local CSO’s capacity to have a positive impact towards a more inclusive and sustainable growth
- Promote, increase and improve diversity and social inclusion within their own organisations
- Promote diversity and social inclusion within CSOs as well as in the private and public sectors
- Lot 2: Local Authorities (LA) including the following actions:
- Mobilize resources in a more diverse and strategic manner
- Be more effectively accountable to key stakeholders and constituencies
- Promote diversity in municipal corporations, panchayat raj institutions and other local authorities’ bodies
- Share knowledge and good practice relating to capacity development and diversity
- Lot 3: EIDHR (Human Rights) including the following actions:
- Undertake research and documentation that lead to effective monitoring of exclusionary and discriminatory practices/policies in society and in workspaces, in particular within justice, law and order and human rights monitoring institutions;
- Engage with, sensitize and develop capacities of key stakeholders in the institutions of local self-governance and justice delivery towards an equitable, unbiased and inclusive implementation of legislations and public policies;
- Enhance access to justice for groups particularly affected by discriminatory social norms through direct legal services as well as through promoting institutional reforms;
- Promote legislative and systemic reforms, including for compliance with and implementation of international human rights treaties, applying specifically the equality, inclusion and diversity lens.
Indicative allocation of funds by lot
- Lot 1 (Civil Society): €8.5 million
- Lot 2 (Local Authorities): €0.75 million
- Lot 3 (EIDHR): €1.9 million
Duration
- For Lot 1 (Civil Society) and Lot 2 (Local Authorities), the initial planned duration of an action may not be lower than 36 months nor exceed 48 months.
- For Lot 3 (EIDHR), the initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location
The action must take place in India and can be located anywhere in the country (no location restriction). Parts of the action which may take place outside India (e.g. global or regional workshops) must explicitly benefit India and the relevant actors targeted by the action.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation (Lot 1 and Lot 3) or local authority/association of local authorities (Lot 2), as defined by Article 43 of the Rules of application of the EU Financial Regulation and
- be established in a Member State of the European Union or in India and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- If/when required by Indian legislation the main applicant or co-applicant(s) must be registered and follow the reporting requirements under the Foreign Contribution (Regulation) Act 2010.
- All Indian civil society organisations –whether main applicant or co-applicant(s)- must comply with the Indian legislation for civil society non-profit organisations, including registration and reporting requirements under the Foreign Contribution (Regulation) Act 2010.
- In case the main applicant is an Indian organisation with one or several co-applicant(s) based outside India, the applicant needs to ensure that it can transfer funds from India to this/these partner(s), as per Indian legislation and he must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies)
- Entities considered as affiliated entities to the applicant and/or to co-applicant(s) must be Controlled, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings which may include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- The beneficiary entity is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants are required to make a prior registration in PADOR, for phase 1: concept note. PADOR is an on-line database in which organisations register and update their data regularly, through the EuropeAid.
- For Phase 2, full proposal: Registration in PADOR is obligatory for all pre-selected applicants, coapplicant(s) and all their affiliated entity(ies).
- The Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and 2 copies in A4 size, each bound.
- An electronic version of the Concept Note must also be submitted.
- A CD-Rom with the Concept Note in electronic format will be included, along with the paper version, in a sealed envelope as described below.
- The electronic file must contain exactly the same application as the paper version enclosed.
- The outer envelope must bear the reference number and the title of the call for proposals, together with the full name and address of the applicant.
