The Delegation of the European Union to Jamaica, Belize, the Bahamas, Turks and Caicos Islands and the Cayman islands is currently seeking proposals from non-profit/civil society organisations under the Programme for Reduction of Maternal and Child Mortality (PROMAC) aims at strengthening health seeking behaviour and patients’ rights in maternal, neonatal and infant health in Jamaica.
The global objective of this programme is to improve the health seeking behaviour of mothers and the health education of the population, and to improve the role and effectiveness of civil society in Jamaica.
The specific objectives of this Call for Proposals are:
- to improve the population’s health seeking behaviour regarding maternal, neonatal and infant health;
- to strengthen civil society organizations (CSOs) involved in patients’ rights advocacy and health policy planning and monitoring, in relation to maternal, neonatal and infant health.
The overall indicative amount made available under this Call for Proposals is EURO 1,000,000.00.
Programme Priorities (pillars)
- Actions to promote the improvement of the health seeking behaviour of the targeted population in the sectors of maternal, neonatal and infant health.
- Actions to empower CSOs involved in patients’ rights advocacy and health policy planning and monitoring, to participate effectively in national health dialogue with national and international partners and to have a significant impact on the national health policy-making processes; and to promote the reinforcement of an enabling environment for civil society organizations’ activities in maternal, neonatal and infant health.
- Actions led by CSOs involved in patients’ rights advocacy and health policy planning and monitoring, tackling maternal, neonatal and infant health problems.
Lots
The Call for Proposals is divided into two thematic lots. Applications must concern one or both of the following lots:
- LOT 1- Health Seeking Behaviour: projects aiming to improve the health seeking behaviour regarding maternal, neonatal and infant health in accordance with priority (pillar) 1 of this Call for Proposals.
- LOT 2- Patients’ Rights Advocacy: projects aiming to strengthen civil society organizations (CSOs) involved in patients’ rights advocacy and health policy planning and monitoring, in relation to maternal, neonatal and infant health in accordance with priorities (pillars) 2 and 3.
Size of grants
Grant requested must fall between the following minimum and maximum amounts:
- LOT 1- Health Seeking Behaviour: EURO 150,000.00 to EURO 300,000.00
- LOT 2- Patients’ Rights Advocacy: EURO 235,000.00 to EURO 700,000.00
Duration: 12 months to 27 months
Location: Actions must take place in Jamaica
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: a non-state actor,
- and/or an international (intergovernmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation, and
- be established in a Member State of the European Union or ACP Countries. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary and
- be able to demonstrate the completion, within the last 5 years, of at least 1 project of a similar size and in a related field to the action being requested in the grant.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible activities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants must submit all documents together (Concept Note and Full Application Form). In the first instance, only the Concept Notes will be evaluated. Thereafter, for the applicants who have been pre-selected, the full proposal will be evaluated.
- Applications must be submitted in one original and three copies in A4 size, each bound. The complete application form (Part A: concept note and Part B: full application form), budget and logical framework must also be supplied in electronic format (CD-ROM) in a separate and single file. The electronic file must contain exactly the same application as the paper version enclosed.
- The Checklist and the Declaration by the applicant must be stapled separately and enclosed in the envelope which must bear the reference number and the title of the Call for Proposals, together with the full name and address of the applicant, and the words ‘Not to be opened before the opening session’
- Applications must be send via email or hand delivery.
