Delegation of the European Union in Lebanon has issued an open call for proposals for funding the projects to strengthen the role of civil society in promoting human rights and democratic reform in the country.
The specific objective of this program is to support civil society in working on human rights (political, civil, economic, social and cultural) and democratisation, so as to:
– pursue common agendas for human rights and democratic reform;
– build towards consensus on disputed or controversial areas of policy;
– enhance the inclusiveness and pluralism of civil society;
– support the implementation of EU guidelines on human rights at local level.
The priorities under this call will be given to actions in Lebanon that contribute to improve the situation relating to at least one of the following themes:
– Encourage the Lebanese authorities to fulfil their commitments in the field of human rights in the context of the European Neighbourhood Policy and the UN instruments (including follow up of the Universal Periodic Review for Lebanon ) through advocacy, reporting, monitoring and awareness rising.
– Support to strengthen the legal and social protection of vulnerable and marginalised groups by providing social and legal assistance, support to improve the documentation of human rights violations of these groups, the process of accountability of abuses , the development of strategic case law and the promotion of education based on human rights for all.
– Support to advocate for the abolition of death penalty and all other forms of physical punishment
– Support to improve the transparency and accountability in the public sector including improving access to information, access to public participation and access to justice.
Types of activity
Types of activity which may be financed under this call include but not limited to:
– Cohesion building among stakeholders, for example through dialogue platforms, focus group, discussions, set up of networks etc. ;
– Social and legal support;
– Advocacy, promotion and raise awareness activities, through conferences, seminars, workshops, media announcements and programmes, etc, as a part of a wider range of activities ;
– Capacity building, training and educational activities;
– Monitoring, reporting, study and research activities as part of a wider range of activities.
Other innovative activities addressing the priorities of this call are also encouraged. The applicants must demonstrate how the action will address the priorities targeted in this call for proposals through the proposed activities.
