Open Society Initiative for Southern Africa (OSISA) in partnership with the Open Society Foundations’s (OSFs) the Crime and Violence Prevention Initiative (CVPI) is currently seeking proposals from eligible and interested parties to conduct safety audits in three local communities in Mozambique (sites to be determined by the CVPI/OSISA).
It is envisaged that the safety audit results will be used to inform the development of safety plans for each community and augment local crime prevention initiatives in these areas in 2012.
Overview of Safety Audits
- The CVPI is currently in the process of building the foundations for a violence prevention initiative in Mozambique. As part of this process the CVPI is seeking to appoint organisation/s to conduct detailed safety audits in three local communities in Mozambique (sites to be determined in collaboration with OSISA and the CVPI) including:
- A description of the demographic make-up of the community including population density, gender, age, income, disabilities, mobility (in terms of physical access to places of work based on location or availability and affordability of public transport), education levels, home ownership or tenure and employment status.
- A reflection on pertinent urban design issues relating to the arrangement, appearance and functionality of the site in question including types of housing, access to water and sanitation and the shaping and uses of public spaces among others.
- Where possible, a profile of the current recorded crime statistics for each community. (The recorded crime statistics should cover a period of five years – an accepted standard to determine crime trends).
- Priority crimes in the relevant community as seen by the Mozambican Police.
- Priority safety concerns as perceived/viewed by the community and a reflection on how these differ from recorded crime rates.
- Police, local government (municipal and provincial)and community perceptions of some of the political, institutional, and economic obstacles/opportunities for prevention related work.
- A database of civil society organizations and service providers in the community and details on existing forms of coordination.
- A database of state role players active in the community.
- A report on all existing infrastructure in the community in question including but not limited to schools, hospitals, police stations, churches, emergency services, parks/recreational facilities.
- A comprehensive list of donors providing funding in the community in question including details of what the funds have been allocated for and the budget timeframes
- An outline of any existing safety plans/integrated development plans and projects for the site or the wider precinct in which it is located as well as an analysis of limitations and successes.
- The printing of a high quality final report in Portuguese and English.
Budget
The total budget, including all administrative costs, travel, accommodation per diems, translation etc, should not exceed US$90,000.00. OSISA anticipates awarding a coalition of one international partner with at least one Mozambican partner. Therefore, the global budget should clearly indicate allocations to individual partners linked to designated roles and responsibilities. The allocation to each partner should not exceed US$50,000.
