UN Women is working closely with UNIFEM Pakistan bringing its technical expertise in gender equality and linking with the global women’s movement with the purpose of strengthening the effectiveness, coordination, and quality of outputs of the UN mission on gender equality.
UN Women Pakistan Country Office is in the process of reviewing and finalizing its result-based monitoring and evaluation system for ‘Women and Peace Programme’ and its result frameworks and monitoring frameworks (MFs) to track the progress of implementation and results.
At this stage, UN Women has issued a request for proposal to hire a consultancy firm to develop an M&E framework for the Programme and establish baseline data and information on key performance indicators agreed by Women and Peace Programme (WPP) Team, and implementing partners. Hence the established baseline would enable WPP and implementing partners to refine their targets and measure the progress on achievement.
Tasks and Responsibilities:
Under the supervision of the UN Women team, the consultancy firm will be responsible for the following tasks for development of an M&E Framework as well as a Baseline for UN Women’s Women and Peace Programme:
- Review UN Women’s global strategy;
- Developing M&E system for Women and Peace Programme of UN Women
- Review of monitoring frameworks (Output to Outcomes & Activities to Outputs) for baseline study for WPP
- Submit inception report with implementation plan and process design.
- Identify and agree key performance indicators for establishing baseline to set targets for WPP and partners
- Finalize key performance indicators both for M&E system
- The Survey design must reflect mixed method and right based approach
- Agree on study design, methodology, sampling technique and an appropriate sample size from 28 Women and Peace programme districts for household survey representing the target population.
- Implement field work to collect data from primary and secondary sources to cater to data and information needs of selected indicators for monitoring frameworks
- Compile and analyze data by using Stata or SPSS v19 and present trends, frequencies, tables and charts.
- Update MFs of WPP for baseline data and information
- Prepare final report with presentation of analyzed data and information
Minimum Requirements, and Experience:
The firm should have experience in:
- Designing and management of large scale surveys and baseline studies with focus on gender equality programmes;
- Developing, pre-testing and rolling out M&E systems;
- Data collection and analysis; collection and analysis of reliable, valid and accurate information in an objective manner.
- The duration of the contract is expected to be five months and will tentatively start in July 2011.
