European Commission (EC) has issued a restricted call seeking concept notes at first stage for projects that would help in implementing Country Based Support Schemes (CBSS) in Papua New Guinea. This main aim of the program is to strengthen the role of civil society in promoting human rights and democratic reform in the country. This call for proposals also aims to support the peaceful conciliation of group interest, combating discrimination and in consolidating political participation and representation in the region
Global Objective of this Call for Proposals
To contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the EU’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the foreign policy as a whole.
Specific Objective of this Call for Proposals
- Strengthening of the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interest, combating discrimination and in consolidating political participation and representation
- Building of confidence in and enhancing the reliability and transparency of democratic electoral processes.
Sectors/Themes
- Promote children and/or women’s rights, especially in the political, civil, economic, social, gender and cultural areas;
- Advocate the prevention of violence or promotion of peaceful solutions such as reconciliation, mediation and other alternative means of dispute resolution;
- Assist civil society in developing greater cohesion in working on human rights, political pluralism and democratic political participation and representation;
- Assist the management of natural resources exploitation from the perspective of promotion and protection of human rights;
- Advocate on principles of democracy and good governance through educational awareness and community consultation on electoral processes.
Activities
- Drafting of policy and/or legislation recommendations by civil society representatives as part of a Working Group;
- Joint activities with public institutions and parliamentary bodies;
- Activities for the institutionalisation of consultation mechanisms between civil society and national or local public institutions;
- Facilitating dialogue, consultation and discussion between different stakeholders;
Financial Allocation
The overall indicative amount made available under this call for proposals is EUR 288,000. The contracting authority reserves the right not to award all available funds. Subject to the final decision of the Contracting Authority, an additional amount of EUR 300,000 may be allocated to this call for proposals from the 2012 budget.
Note
This is an open call for proposals, where all documents are submitted at one stage (Concept Note and full proposal). However, in the first instance, only the concept notes will be evaluated. Thereafter, for the applicants whose Concept Notes have been pre-selected, evaluation of the full proposal will be carried out. Further, to the evaluation, of the full proposals, an eligibility check will be performed for those which are provisionally selected.
