The European Union and the South African Department of Health have jointly developed a Primary Health Care Sector Policy Support Program (PrimCare SPSP). The overall objective of the PrimCare SPSP is to contribute to improving the health profile of all South Africans, in line with the government’s vision on health as outlined in its Medium Term Strategic framework for 2009-2014 and in the Negotiated Services Delivery Agreement for health. Purpose of the PrimCare SPSP is “to improve access to public health services and to increase quality of service delivery of primary health care through the district health system”.
The majority of the funding of the PrimCare SPSP is provided as budget support to the South African government, but Euro 10 Million of the program is foreseen as an allocation to civil society organizations active in the health sector in South Africa.
In this context, concept notes are invited from eligible organizations to support in achieving the objectives and results of the program.
Objectives of the Program and Priority Issues
The global objective of this Call for Proposals is to increase access to public health services and to improve the quality of service delivery of primary health care through the district health system in South Africa.
The specific objectives of this Call for Proposals are:
– to strengthen health systems at Primary Health Care level in order to increase access to improved quality health care services; and
– to strengthen the demand for quality health care services by the South African population in order to increase access to improved quality health care services.
Lot 1: Health Systems Strengthening at Primary Health Care level
Proposals under lot 1 – Health Systems Strengthening at Primary Health Care level – may include strengthening district and sub-district management, management of the district hospitals as well as Primary Health Care facilities, including mentoring and supervision role; support to the implementation of the Department of Health’s Primary Health Care revitalization program, and/or support to the implementation of six priority areas of quality assurance which are (a) cleanliness, (b) infection control, (c) drug supply management, (d) staff attitude; (e) reduction of waiting times and (f) safety and security.
Geographical focus: At least one part of lot 1 needs to be implemented at district level.
Lot 2: Strengthening of the Demand for Quality Health Care Services
Proposals under lot 2 – Strengthening of the Demand for Quality Health Care Services – may include increased advocacy for quality health services, accountability of health care providers; monitoring of provision of health care, patient satisfaction with health service provision, support in establishment and functioning of health facility committees, support to health literacy and health promotion, especially to pregnant women, orphans and vulnerable children.
Geographical focus: There is no prescribed geographical focus for lot 2. Proposals under this lot can focus at community level, district, provincial and/or national level.

– Lot 1 – Health Systems Strengthening – Euro 6 Million
– Lot 2 – Community Involvement, Health Promotion and Health Advocacy – Euro 4 Million
Note. This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form
