The European Commission (EC) has issued a restricted call seeking concept notes at first stage for projects that aim to support and enhance the political, civil, economic, social and cultural rights of women and children in South Africa. This program also aims to strengthen the role of civil society in promoting human rights and democratic reform, supporting the peaceful conciliation of group interests and consolidating political participation and representation in South Africa. Preference will be given to piloting, innovation and initiatives with the potential of replication on a greater scale.
Global Objectives of the Call for Proposals
To contribute for strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation.
Specific Objectives of this Call for Proposals
The specific objectives of this Call for Proposals are the enhancement of political, civil, economic, social and / or cultural rights of women and children.
This can include issues and actions in the following areas:
– Civil society monitoring of actions in South Africa relating to adoption, ratification, and implementation of international human rights commitments, with specific reference to women and children;
– Promotion of social dialogue in the context of strengthening democratic institutions and human rights, with specific reference to women and children;
– Promotion and / or mainstreaming of women’s rights and gender equality, including through actions aiming at legislative change to promote women’s rights, and by means of initiatives by civil society in dialogue with “political society “;
– Promotion and / or mainstreaming of children’s rights; including through actions aiming at legislative change to promote children’s rights, and by means of initiatives by civil society in dialogue with “political society”;
– Achievement and / or exceeding of and MDG targets in relation to women and children, including reduction of maternal and child mortality and access to primary education with an emphasis on quality of education.
Funds Available
The overall indicative amount made available under this Call for Proposals is EUR 590,000. The Contracting Authority reserves the right not to award all available funds. Subject to the final decision of the Contracting Authority, an additional amount of EUR 300,000 may be allocated to this Call for Proposals from the 2012 budget.
Types of Activity
All activities should be related to and in support of achieving the specific objectives of the Call. An indicative and non-exhaustive list of activities include:
– Activities enhancing the rights of women and children
– Lobbying and advocacy campaigns
– Public debates / dialogue sessions
– Monitoring and watchdog activities
– Activities to enhance political participation and representation
– Research in support of advocacy
– Capacity building activities for the mobilisation of the targeted groups
Note
This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form.
