The European Commission is currently accepting concept notes from eligible civil society organisations (CSOs) active in Sri Lanka for a programme activity contributing to Governance and development processes.
The overarching objective of this call is to strengthen civil society organisations (CSOs) in EU partner countries- Sri Lanka. The CSO programme aims at supporting CSO’s as actors in governance and accountability, partners in promoting social development and stakeholders in promoting inclusive and sustainable growth. The overall indicative amount made available under this Call for Proposals is EUR 3000000.
Programme Objectives
- To strengthen CSOs actors in governance and accountability.
- To strengthen CSOs as partners in promoting social development.
- To strengthen CSOs as stakeholders in promoting inclusive and sustainable growth.
Funds Distribution
- LOT 1- To strengthen CSOs actors in governance and accountability – EUR 600 000
- LOT 2- To strengthen CSOs as partners in promoting social development – EUR 1 200 000
- LOT 3- To strengthen CSOs as stakeholders in promoting inclusive and sustainable growth – EUR 1 200 000
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location
Actions must take place in Sri Lanka. Actions may be implemented in any part of the country, without geographical constraints.
Size of grants
Grant requested must fall between EUR 400 000 to EUR 600 000.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be legal person and
- be non-profit-making and
- be Non State Actors constituted in accordance with the article 24.2 of the Regulation (EC) No 1905/2006 of the European Parliament and of the Council and
- be established in Sri Lanka
- or in a Member State of the European Union and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and
- affiliated entity(ies), not acting as an intermediary.
- International Organizations are Not eligible to apply under the CSO Calls for Proposals.
- The applicant must act with at least one co-applicant who must satisfy the eligibility criteria as applicable to the applicant himself.
- Eligible applicant organizations established in Sri Lanka must act with at least one co-applicant while Eligible applicants established in a country other than Sri Lanka must act with at least one Sri Lankan co-applicant.
- The applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- Types of eligible activities to be financed under this call:
- Activities for strengthening existing civil society platforms, networks and coalitions, including building of information sharing mechanisms and promotion of cohesiveness across CSOs;
- Joint activities with Local Authorities, public institutions and parliamentary bodies;
- Activities for the institutionalisation of consultation mechanisms between civil society and national or local public institutions as well as the international donor community;
- Systematic monitoring and collection of data and research-based advocacy;
- Activities that support policy development at local and national level;
- Advocacy campaigns;
- Awareness raising and public communication and media activities;
- Meetings, seminars and round table dialogues;
- Capacity building activities for the mobilisation of underrepresented groups and local civil society organisations active in the field of socio economic development, good governance;
- Training and curricula development provided that it complies with the specific objectives of the call for proposals.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
