Papers are requested by USAID for Local Capacity Initiative under Request For Information (RFI). The goal of this program is to support civil society organizations in reaching key populations. As external resources diminish, the quality, impact, efficiency, and sustainability of national HIV programs will be contingent on robust civil society advocacy and technical capacity, and enhanced public sector involvement of, and investments in, civil society organizations to advocate for as well as provide improved services to key affected populations.
Objectives-
- improved capacity of local and regional civil society organizations to provide effective, cost-efficient, and sustainable local and regional technical assistance to enhance, broaden, and expand civil society’s advocacy efforts
- improved capacity of local and regional civil society organizations to successfully procure and program small grants to advocate for improved programs and policies for key populations, as well as increased accountability of national HIV and AIDS responses

Eligibility & Criteria-
- It is USAID’s intent to limit this competition to local or regionally-based organizations.
- International organizations may be included as part of an applicant’s consortium, if any international organization proposed is included as a sub-partner to the primary local or regionally-based applicant.
- The geographic focus of this project will initially be on Thailand and Laos, however requests for technical assistance to support advocacy efforts from local organizations based in South and Southeast Asia including Bangladesh, Burma, Cambodia, East Timor, India, Indonesia, Nepal, Pakistan, Philippine, Sri Lanka, and Vietnam would be considered.
