European Commission has issued a restricted call for proposals under the Non-State Actors and Local Authorities in Development program in Uganda providing opportunity to eligible organizations for implementing the poverty reduction programs in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets through employment generation and service delivery of non-state actors (NSA).
Specific Objectives
The specific objective(s) of this Call for Proposals are: i) to support the access to employment for youths through projects targeting non-formal skills development and vocational training and ii) to support the capacity of service-delivery NSAs in this area.
Main result expected:
Young people in the target areas get involved in income producing activities and NSAs providing non-formal skills are strengthened and reinforced.
Geographic area:
In order to achieve best results with limited funds, the call for proposal will focus on actions in the North including West Nile, Masindi and Hoima and excluding Karamoja as this sub-region was already specifically targeted in the 2009 call for proposals.
Location
Actions must take place in Uganda in one or more of the following districts:
West Nile sub region: Arua, Yumbe, Moyo, Koboko, Maracha, Nebbi, Adjumani, Zombo,
Acholi sub region: Agago, Amuru, Gulu, Kitgum, Lamwo, Nwoya, Pader
Lango sub region: Alebtong, Amolatar, Apac, Dokolo,Kole, Lira, Otuke, Oyam,
Western region: Buliisa, Hoima, Masindi, Kiryandongo
If during the selection process there is further division or creation of districts the geographical criteria will prevail.
Although applicants can submit proposals for one or several districts, the expected outcome of this call for proposals is that all the districts benefit from the interventions.
Types of action
These include but are not restricted to:
– Improving the coverage and quality of vocational and non-formal skills training;
– Improving the welfare, income generating opportunities and skills of the target communities;
– Improving the understanding and addressing the links and gaps between training and the labour market.
Note. This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form.
