Proposals are invited for Assessing Governance and Integrity in the Water Supply and Sanitation (WSS) Subsector in Uganda for which the Good Governance Subsector Working Group (GGSSWG) plans to commission a study (with the support of the Water Integrity Network (WIN) and the Uganda office of German International Cooperation (GIZ) to generate relevant information and develop solutions to overcome the current challenges in the ongoing process to improve the WSS subsector’s governance and integrity. The potential audience for this study includes interested stakeholders in the public sector, the private sector, civil society and development partners.
Objectives-
- Develop practical recommendations to make the on-going efforts to promote good governance in the WSS subsector more effective
- Identify specific activities to promote good governance in the regulation of the WSS subsector
- Develop an indicator (or indicators) to monitor integrity in the regulation of the water sector and based on the results of this experience, propose a detailed approach for developing a governance indicator for the WSS subsector.
SCOPE–
- Assess progress made in facilitating good governance in the WSS sector since the 2009 study as well as existing risks and opportunities
- Develop recommendations to improve implementation of the follow-up activities to the 2009 study as well as make the good governance process more effective, including its coordination and monitoring;
- Analyze regulation in the WSS sector to see if there are systemic weaknesses that allow corruption risks to appear
- Assess the integrity (in terms of transparency, accountability and participation) of the main procedures related to regulation and the interaction of other sector actors
- Develop specific solutions to mitigate corruption risks and recommendations on how to increase integrity
- Develop a pilot monitorable indicator (s) for benchmarking of integrity of the main regulation procedures
- Propose a detailed approach for developing a comprehensive governance indicator (s) for the WSS sub-sector.
Eligibility-
- An individual Ugandan consulting company or a combination of two Uganda consulting companies, with an identified lead organization;
- An experienced and independent Uganda-based team consisting of an expert in water sector governance/regulation and an expert with experience (including in Uganda) and training in the WSS subsector. The team of consultants should have experience in conducting risk assessments and research on governance in the water sector. In addition the consultant team should demonstrate:
- Advanced degrees in relevant fields (including governance/regulation and WSS);
- Strong analytical skills in assessing governance issues at the sector level;
- Skills and experience in development-related reviews and publications.
- Extensive knowledge of the regulation framework in Uganda;
- Extensive knowledge of civil society and government procedures, policies, rules and regulations; and
- Strong facilitation/moderation skills
- Fluent command (written and spoken) command of the English language.

Applicants should submit technical and financial proposals for this assignment. The technical proposal should consist of-
- a summary of the organization’s experience (or a summary of each organization’s experience together with a cooperation agreement)
- a description of the approach and methodology to be followed (approximately 3 pages in length)
- the CVs of the consultants to be used for this assignment (each CV should be no more than 3 pages long)
- the schedule of deliverables.
The financial proposal should provide a detailed breakdown of the proposal costs including-
- the costs associated with the consultant proposed for this project
