USAID, Uganda has announced a request inviting applications from interested and eligible organizations for funding through a Cooperative Agreement for a five-year USAID/Uganda Literacy and Health Education Program in Uganda. The program will focus on quality of education in the country, with an emphasis on addressing early grade reading, health and HIV/AIDS education, and availability/ use of high-quality EMIS data for education sector decision-making.
This is a full and open competition, under which any type of organization, large or small, commercial (for profit) firms, faith-based, and non-profit organizations in partnerships or consortia from geographical code 935, are eligible to compete. In accordance with the Federal Grants and Cooperative Agreement Act, USAID encourages competition in order to identify and fund the best possible applications to achieve program objectives.
Program Objective
Increase Literacy and Health-Seeking Behaviors through Measurable Improvements in Students’ Knowledge and Life Skills
Estimated Funding
Subject to the availability of funds, USAID intends to provide approximately $50 million in total funding for the Literacy and Health Education Program. USAID may make one or more award(s) without discussions to responsible applicants whose applications offer the greatest value to the extent they are necessary, negotiations will be conducted with the Apparently Successful Applicant(s). Award(s) will be made to the responsible applicant(s) whose application(s) offers the greatest value, cost and other factors considered. USAID reserves the right to fund any or none of the applications submitted.
Award Type
USAID anticipates the award will be a Cooperative Agreement. Substantial Involvement under the award is expected to be as follows:
– Approval of the Recipient’s Implementation Plans (“Work Plans”).
– Approval of Recipient’s Specified Key Personnel.
– Agency and Recipient Collaboration or Joint Participation. This may include: concurrence on the provision of sub-awards and M&E plans and re-direction of the program as/when appropriate.
– Agency authority to immediately halt a construction activity.
Expected Results
– Improved Early Grade Reading (EGR) and Transition to English
-> Pedagogical and language frameworks established to support EGR and transition to English
-> Language-based orthographies, instructional, and assessment materials developed for P1-3 and P4
-> MOES systems, partners and stakeholders mobilized to effectively support EGR and transition to English
-> Evidence-based EGR program tested in focus schools and scaled up in selected districts
-> Data and research on EGR and transition to English used to inform programs and policy
– Improved HIV/AIDS and Health Knowledge
-> HIV/AIDS education assessment and reporting systems developed and implemented
-> Improved coordination between MOES and other actors in HIV/AIDS and health education within target districts
-> Improved school-level impact of HIV/AIDS and health education
-> Improved sustainability of HIV/AIDS and health education
-> Data and research on teachers’ and students’ knowledge and skills used to orient the education sector response to HIV/AIDS
Program Duration
The anticipated program start date is February 01, 2012 for a five-year period through January 31, 2017.
