The Freedom House is seeking applications for its USAID-funded project Justice as a Right in Southern Africa (JARSA). The focus of the project is to build respect for democratic institutions and ideals, more specifically, promoting the rule of law as the way to enhance peace, stability, and sustainable development.
Budget Information
The projected budget for the evaluation is between $120,000 – 150,000 USD. This figure includes all costs relevant to the evaluation, including the daily rate(s), M&IE, international and domestic travel, per diems, translation, etc.
Objectives
- To increase the independence of judges to uphold constitutional and legal rights in reaching just decisions.
- To enhance the ability of Southern Africa’s legal community to promote and protect human rights, and enact the rule of law.
- To active civic participation in domestic and regional judicial processes, including, but not limited to, promoting human rights and the rule of law, lobbying for judicial reform, conducting judicial oversight, and making appropriate use of civil and legal remedies.

Eligibility Information
The project’s direct beneficiaries primarily include judges, justice sector personnel, civil society organizations, human rights defenders, legal associations, victims of human rights abuse, national legislators and legislative staff, and other key stakeholders from across the Southern Africa region.
