The UK Department for International Development’s (DFID) Community Led Infrastructure Finance Facility (CLIFF) offers affordable finance for low-income housing and infrastructure projects in the Global South through long term partnerships with NGOs.
CLIFF’s premise is that the urban poor are worthy of investment. They are able and willing to pay for services that they can afford, and which respond to their needs and priorities. The programme works with local partners to build self-reliant Community Development Enterprises (CDEs) that are capable of creating sustainable settlement, shelter, sanitation and services solutions. This bridges the gap between the existing local government and market provision and the needs of the urban poor.
The amount of funding available to each partner depends as much on the capacity and ambition of each partner and project, as it does on the availability of resources.
The CLIFF programme is designed for organisations with the potential and ambition to become effective Community Development Enterprises (CDEs). To date such organisations have largely been NGOs and not-for-profit social enterprises working in the urban development sector.
The CLIFF programme offers affordable finance for urban development projects in cities of the Global South ( Africa, Latin America, and developing Asia including the Middle East) . Specifically, CLIFF provides affordable solutions for low-income housing, land development and servicing projects.
The programme is available in the following countries:
India, Kenya, Malawi, Nepal, Nigeria, Pakistan, South Africa, Tanzania, Uganda and Zimbabwe.
