European Union, Represented by the European Union Delegation to the Republic of Malawi, on behalf of the Republic of Malawi is currently seeking applications from eligible organisations to undertake the programme- Forest Sector Stakeholder Coordination, Advocacy and Monitoring in Malawi.
The Improved Forest Management for Sustainable Livelihoods Programme (IFMSLP) Phase II is a Government of Malawi programme implemented by Department of Forestry (DoF) with financial support from the European Union under a grant financing agreement.
The overall objective of IFMSL phase II is to contribute to the reduction of poverty and the conservation of forests in Malawi. The overall indicative amount made available under this Call for Proposals is € 1,440,000
Results to be Achieved
- Institutional change and optimization of policy influences on forest and livelihoods.
- Local forest governance and community based forest management on customary land, forest reserves and plantations enhanced.
- Individual smallholder livelihoods improved.
- Forestry extension strengthened.
- Forest sector financing developed.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 26 months.
Location
Actions must take place in Malawi. Preference will be given to actions which cover a wide selection of districts.
Size of grants
Grant requested under this Call for Proposals must fall between € 1,400,000 to € 1,440,000.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be legal persons and
- be specific types of organisations such as: non-governmental organisations, private companies, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation2 and
- be established in a Member State of the European Union or
- be nationals of a Member State of the European Union, official EU candidate countries, countries of the European Economic Area, an ACP state or a Least Developed Country as specified in the latest OECD-DAC list of Official Development Assistance (ODA) recipient countries. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the project and to play a part in financing it and
- either the applicant, co-applicant or affiliated entity must have a presence in Malawi and
- have a sufficient documented experience in the related field of actions being proposed and
- be able to demonstrate capacity to manage large scale activity corresponding to the size of the project for which a grant is requested.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- The action should aim at supporting the Department of Forestry to organise and coordinate the National Forestry Programme process. Preference will be given to actions which build on the existing activities implemented under IFMSLP Phase I and Phase II.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
- Successful applicants will be invited to submit full proposal.
