The Erasmus+ programme supports the European modernisation and internationalisation agenda in higher education during the period 2014-2020. A call for proposals for award of the Erasmus Charter for Higher Education (ECHE) is held on annual basis. The award is a pre-requisite for all HEIs located in a Programme country and willing to participate in learning mobility of individuals and/or cooperation for innovation and good practices under the Programme. For HEIs located in Partner countries, the ECHE is not required, and the quality framework will be established through inter-institutional agreements between HEIs.
The ECHE is awarded for the full remaining duration of the Programme.
Eligible Countries
HEIs established in one of the following countries are eligible to apply for an Erasmus Charter for Higher Education:
- the Member States of the European Union;
- the EFTA-EEA countries (Iceland, Liechtenstein, Norway), the former Yugoslav Republic of Macedonia and Turkey.

Eligibility Criteria
- Applications for the ECHE can be submitted by higher education institutions established in countries eligible mentioned above.
- A ‘higher education institution’ can be
- any type of higher education institution which, in accordance with national law or practice, offers recognised degrees or other recognised tertiary level qualifications, whatever such establishment may be called;
- any institution which, in accordance with national law or practice, offers vocational education or training at tertiary level;
- The application is written in one of the 24 official languages of the European Union;
- The application is not submitted by a consortium;
- The Part E “Endorsement of the application” must bear the signature of the legal representative of the institution together with the stamps or seals of the institution.
How to apply?
- Applicants must create an ECAS (European Commission Authentication Service) account online.
- The applicant and all partner organisations must be registered in the Participant Portal.
- Applicants should attach in the Portal:
- Legal entity form accompanied by the statutes of the applicant organisation
- Financial identification form duly completed and certified by the bank
- Create your official electronic application form, also called the eForm and attach the annex.
- Submit the application online.
