The EU-funded ‘Education Sector Development Programme’ (ESDP) II seeks to make a substantial contribution to the development of the sector as a whole.
This Call for Proposals builds on and increases access to education and training at all levels and contributes to improved retention, within a structured system for the targeting of vulnerable Somalis, including the poorest, disabled, orphaned and vulnerable children, disadvantaged girls and women, minorities and other vulnerable groups. With progressive improvements in the qualification levels of teachers and managers, quality and relevance of learning should improve, thereby contributing to reduced dropout levels. For each lot, key target criteria for ‘disadvantaged groups’, together with a merit/means-based strategy for scholarship award, should be agreed upon with the lead Ministry of Education and with the EU in advance of service delivery roll out. Such an exercise will require the launching of cost-effectiveness/cost-equity analysis to review the distribution of project benefits, equity–efficiency interactions, trade offs between efficiency and equity, and the opportunity costs of alternative targeting arrangements.
