Key Job Responsibilities
The Editorial Associate will perform the following functions-
- Act as MCB liaison with procurement unit in Copenhagen, keeping abreast of changes in policies and procedures.
- Organize and conduct information or training sessions with MCB staff to share knowledge and best practices related to procurement.
- Maintain central resource for procurement guidelines and templates and repository of branch contracts on MCB micro site for easy reference and access by MCB staff.
- Act as technical support for all procurement contracts entered into by MCB staff by:
- Advising on appropriate contract modalities.
- Preparing specifications for MCB procurement.
- Drafting Requests for Quotations, Requests for Proposals, Terms of Reference, etc.
- Reviewing and evaluating bids.
- Formulating comparative charts and recommending vendors.
- Drafting documentation for submission to the Contracts Review Committee.
- Participating in bid opening and ensuring that vendors selected are capable of completing production and delivery of products in an acceptable and timely manner.
- Tracking contracts, including expiration dates, to ensure branch executes contracts in a timely manner and within budget.
- Prepares and reviews consultancies prepared by MCB staff and advises on rules and regulations for further approval of the Branch Chief.
- Monitors expenditures and provides the chart of accounts incurred on the MCB’s Corporate Card and prepares monthly statements for approval by the Branch Chief and final submission to the Finance Branch.
- Prepares and coordinates MCB’s work plans and Letters of Understanding with relevant MCB Implementing Partners and ensuring e-compliance with UNFPA requirements as per the Policies and Procedures Manual (PPM).
- Maintains records of invoices, contracts, purchase orders, translation requests, consultants and vendors to ensure that an accurate audit trail is available.
- Review and take action as appropriate on audit findings, advances, Purchase Orders and Requisitions, payments and other financial/administrative documents.
- Oversee/manage translations of all MCB publications, in order to ensure that all translations are accurate and appropriate terminology applied.
- Edit translated texts, incorporating changes made in the English version and verifying official and/or terminology used for conferences and meetings, in order to assure stylistic uniformity in all UNFPA publications. This ensures that changes are incorporated in all stages of production.
- Contact and supervise translators to establish timetables for deadlines and ensure that they meet their contractual obligations.
- Oversee the production of MCB publications in the language editions so that changes are incorporated and deadlines met.
- Produce and provide public information about UNFPA as requested.
- Advice on issues concerning vendors and specifications of production and printing of publications.
Eligibility Criteria
Applicants must have-
- Bachelor’s Degree or college-level courses in Business Administration, Accounting or equivalent.
- Minimum 5 years of progressively increasing levels of responsibility.
- Knowledge and understanding of the policies and procedures relating to project administration.
- At least 7 to 10 years of progressively independent experience in procurement procedures, and production of publications.
- Fluency in English is required.
- Some knowledge of French desirable.
