The United Nations Development Programme (UNDP) is currently seeking applications from the eligible applicants for the post of Financial Analyst – Adaptation Project Based on Ecosystems (EBA) based in Port-au-Prince, Haiti.
The Financial Analyst is responsible for the effective implementation of financial services, the effective and transparent use of financial resources and the integrity of financial services.
UNDP works in more than 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion.
Key Job Responsibilities
The Financial Analyst will perform the following functions-
- Support the Project Directorate in the preparation and / or review of periodic work plans;
- Check and ensure the existence and compliance of supporting documents relating to financial transactions on behalf of EBA Project during the year;
- Ensure that each voucher is accompanied by the relevant supporting documents;
- Advise on the preparation of documents required for disbursement according to the UNDP rules and regulations;
- Follow in Atlas, the regularity of payments made by the Project for the benefit of third parties;
- Prepare regular financial reports and consolidated financial statements of the mutual fund;
- Contributing to the budget review and verify compliance paperwork past reviews;
- Investigate the imputation errors and take corrective actions accounting;
- Contribute to the finalization of narrative and financial reports to the Project TFP and the Government;
- Ensure that all disbursement of funds is done on time, in accordance with the procedures, timetable and budget disbursement;
- Prepare answers to questions posed by Headquarters on the financial aspects of the project EBA;
- Manage all activities related to the acquisition of material goods and the EBA project, maintain a register of assets, prepare the necessary documents for disbursement and ensure delivery of goods and services on time, according to the UNDP rules and regulations ;
- Make sure the “Assets Management” Project in Atlas has all the information of different items purchased by the Project;
- Assist management of the project in consultation with the stakeholders in implementation process;
- Contribute to the drafting of the Terms of Reference and the establishment of documentation to acquisitions necessary for the purposes of the audit of the fund, in the preparation of responses to the comments of the audit and accounts examination;
- Monitor Cost Sharing Apportionment and proceed if possible deficit budgets, to necessary corrections;
- Adequate control of payments supports documents and provide input payments in Atlas partners and monitoring the release of funds within days determined by the hierarchy;
- Maintain internal expenditure control system in order to ensure that the accounting documents that are processed are verified contradictorily and completeness; that accounting records are properly recorded and validated in Atlas;
- Accounts receivable maintenance and monitoring of partner contributions;
- Run, at the request of / Director of the National Achievement -e the EBA project, any other task within the remit of the draft mandate and the Project Management Unit (PMU).
Eligibility Criteria
Applicants must have-
- Degree, preferably in economics or management science, finance, accounting, auditing or equivalent;
- Have at least five (5) years of progressively responsible experience in the field of finance or accounting requirements at national or international level, with knowledge in management of desirable programs and projects;
- Experience working in Haiti on renewable energy, strategy and policy development;
- Good knowledge and understanding of the public administration and the institutional landscape of Haiti;
- Mastery of project management rules and procedures. Knowledge of UN procedures and accounting systems in individual and joint programs would be an asset;
- Very good knowledge and mastery of the use of computers, software after MS OFFICE, -s accounting software (knowledge in the management of computerized data);
- Solid knowledge of information technologies and communication;
- Experience in accounting IPSAS is seen as an advantage;
- Experience working within the UN system considered an asset;
- Excellent command of French and Creole, both written and oral, is essential;
- A working knowledge of English is also an asset for good interaction with partners.
