United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is currently seeking applications from the eligible applicants for the post of Chief of Human Resources in Bangkok, Thailand.
The Chief of Human Resources reports directly to the Director of Administration, and provides strategic human resources guidance to senior managers and Department leadership.
ESCAP is the regional development arm of the United Nations for the Asia-Pacific region.
Key Jobs Responsibilities
The Chief of Human Resources will perform the following functions-
- Plans, organizes, manages and supervises the work of the Human Resources Management Section, including the management of the programme budget, financial resources, and strategic planning.
- Develops and implements new human resources practices and procedures to meet the evolving needs of the Organization.
- Monitors and ensures the implementation of human resources policies, practices and procedures.
- Advises senior management on all aspects of human resources management and provides proactive and innovative approaches to delivery of human resources services as well as to strategic and policy issues; advises and counsels staff in respect of rights, responsibilities, and the code of conduct.
- Provides strategic guidance directly to Department leadership, including clear analysis of programmatic impacts of human resources decisions.
- Represents the Organization in negotiations with staff, staff representatives and at inter-agency bodies dealing with human resources issues.
- Manages organizational development and staffing activities, working directly with the senior leadership on senior-level job openings.
- Oversees the administration of entitlements, including complex and exceptional cases, remuneration for staff and consultants and related benefits.
- Conducts and coordinates salary surveys assessing the labour market in Bangkok for the establishment of salaries and related allowances of locally recruited staff; coordinates duty station classification and subsistence allowance surveys.
- Promotes staff development and career support programmes, including provision of advice on mobility and career development to staff at all levels in all categories.
- Oversees the implementation of the performance management and development system.
- Manages guides, develops and trains staff under his/her supervision.
- Performs other related duties as required.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area.
- A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area.
- Experience in the use of major Enterprise Resource Planning (ERP) systems (e.g., SAP, PeopleSoft, Oracle, etc.) is required.
- Demonstrated experience providing strategic human resources guidance to senior leadership is highly desirable.
- Experience in supporting an organization-wide change management programme is highly desirable.
- Experience in managing a diverse work unit is desirable. Work experience in the Asia-Pacific region is an asset.
- Fluency in English is required. English and French are the working languages of the United Nations Secretariat.
- Knowledge of another UN official language, an advantage.
