United Nations Development Programme (UNDP) is currently seeking applications from the eligible applicants for the post of Chief Technical Advisor in Bissau, Guinea-Bissau. The duration for the post is of 1 year.
The Chief Technical Advisor will work very closely with the Ministry of Justice and other Justice Sector pillar institutions’ personnel engaged in reform implementation, through the Programme Implementation Unit.

Key Jobs Responsibility
The Chief Technical Advisor will perform the following functions-
- Provide top-notch expertise and advice to the Ministry of Justice on all aspects related with the National Justice Sector Reform Integrated Program (NJSRIP), including substantively on sector wide legal and judicial reform, access to justice and institutional strategic planning and coordination mechanisms, monitoring and evaluation.
- Design and develop policy/options papers and project proposals based on the National Justice Sector Reform Program to enable its implementation.
- Institutionalize and maintain donor intelligence, strategic partnership and resource mobilization.
- Undertakes advocacy and information, education and communication to advance the rule of law in Guinea Bissau (IEC).
- Provide ongoing strategic planning and management advice to the Ministry of Justice and relevant designated senior ministerial staff.
- Coordination with local Justice Institutions and relevant broader rule of law sector actors for management and implementation of the NJSRIP.
- Promote South-South cooperation, including by facilitating the exchange of knowledge, skills, and resources.
- Perform other duties as may be required by the Justice Sector Coordination Council in order to underpin justice sector reform efforts in Guinea-Bissau.
- Provide strategic advice in the formulation, implementation, and revision of the project work plans and related budgets.
- Expert advice in the formulation, implementation and quality oversight of the new UNDP programs and projects in relation to the Justice sector.
- Advice and coordinate on integrated support to the national programme in regards to the larger UN support, including through the Global Focal Point arrangement for the Rule of Law.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost-sharing.
- Contribution to the establishment of cooperation and inter-change between different Justice Institutions in the country and key national and international stakeholders.
- Advice UNDP on significant policy measures undertaken by the Government of Guinea-Bissau in the field of justice.
- Contribute to UN/UNDP results based reporting on related NJSRIP support programme and global knowledge networks in the field of Justice Sector Reform.
Eligibility Criteria
Applicants must have-
- Master’s degree or its equivalent in law.
- Additional qualifications on human rights and/or policy and strategic planning will be an added advantage.
- 10 years of relevant experience at national and international level in providing high level advisory services in the justice sector and managing justice sector programmes.
- Experience in implementing and/or managing UN supported national justice sector reform processes.
- In-depth understanding of international development issues and practices, and practical experience of working with development partners at a senior level.
- Demonstrated experience in applying human rights-based approaches and promotion of gender equality.
- Team-building skills and proven ability to work with diverse groups and to facilitate dialogue.
- Proven experience in strategic/sectoral planning, medium-term expenditure planning, program/project planning and budgeting, performance management and institutional strengthening work within government agencies and/or international organizations.
- Working experience in Portuguese speaking countries, preferably in the justice sector.
- Knowledge and command of the role of information technology, preferably in the field of Justice and planning/budgeting systems is an asset.
- Good written and working knowledge of either French or English is required.
- Good written and communication skills of Portuguese are a distinct advantage for given the nature of the particular role of the post and it is highly desirable.
