World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Compliance and Risk Management Officer in Manila, Philippines. The duration for the post is of 2 years.
The role of Compliance and Risk Management Officer is to be the regional focal point for compliance and risk management issues, systematically gather, review and assess Western Pacific Region (WPR) risks, assess probability and impact; and proactively drive proper action by budget centre managers.

Key Jobs Responsibilities
The Compliance and Risk Management Officer will perform the following functions-
- Recommend appropriate tools to systematically record, monitor and report on a wide range of organizational risk areas; facilitate securing of internal support to mitigate identified risks.
- Using Compliance monitoring tools, assist DAF/DPM by identifying internal constraints which undermine compliance within WPRO’s programme and operations, and propose corrective measures, review the current approaches available on assessing, measuring, and mitigating risks.
- Work closely with Budget and Finance Office (BFO) to understand risk and compliance findings by Auditors and support timely and appropriate implementation and closure of open internal and external audit recommendations and reports. Bring audit findings into the overall risk management and compliance work in the region.
- Using the tools introduced by HQ/CRE propose risk mitigation and compliance measures in key organizational areas, including inter alia procurement, human resources, finance and security in collaboration with the primary focal points of these respective units.
- Regularly monitor and report to DAF/DPM on the status of the risk register and be alert to emerging internal risks, as well as the effectiveness of the instituted risk measures.
- In coordination with PDO and BFO, provide guidance to budget centers on the implementation of the annual work plan for risk-based office reviews; provide clear and consistent updates, analyses and reports on risks and threats with actionable recommendations.
- Support the development of internal capacity building for risk management at all levels of the Organization; participate in the development of training tools in risk management and compliance applicable to the different audiences in the Region and foster a and a culture of risk management and compliance, raising staff awareness.
- Coordinate with budget center to ensure timely submission of Risk Register and Internal Control checklists as per schedule published by HQ/CRE.
- Perform any other adhoc activities as assigned by the Regional Director and Senior Management.

Eligibility Criteria
Applicants must have-
- Advanced university degree in Business Administration, Public Administration, International Business, Finance, Law, Economics or related field is essential.
- Training in Enterprise resource planning (ERP) system analysis, auditing, risk management and/or programme evaluation an advantage.
- At least 7 years of combined relevant experience at the national and international levels in complex organizations, in areas under general management, internal control frameworks and related monitoring processes and systems is essential. Demonstrated experience in designing, policy development and implementing risk management.
- Internal control frameworks and/or compliance monitoring systems an asset.
- Excellent knowledge of written and spoken English. Working knowledge of other UN languages would be an advantage.
