International Relief and Development (IRD) is currently seeking applications from the eligible applicants for the post of Contracts & Grants Compliance Specialist in Virginia, United States.
The Contracts & Grants Compliance Specialist will provide oversight and ensures that USG and other donor-funded programs implemented by IRD comply with the relevant donor and IRD policies, procedures, rules and regulations.

Key Jobs Responsibilities
The Contracts & Grants Compliance Specialist will perform the following functions-
- Review of RFPs/ RFAs & Prepare Compliance Matrix for proposal.
- Attend all Proposal Meetings.
- Prepare, clear and execute Teaming Agreements; prepare Procurement/Grant Files for Teaming Partners, verify eligibility, obtain Cost Data, negotiate rates.
- Review Cost Proposals for realism and Compliance with NICRA, RFP/RFA requirements and Technical Volume.
- Answer or coordinate answer to allowable or other compliance questions with Senior C&G Managers.
- Provide technical assistance to identify compliance requirements and risks associated with new projects.
- Provide first review of the award from Contracts.
- Coordinate negotiation and clearance by Director of Contracts & Grants.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Business, Finance, Economics, Political Science, Law or related field with 3+ years of experience in USAID contract and financial assistance award administration with one or more major contractors and/or NGOs.
- Advanced knowledge of Microsoft Office Suite.
- Working knowledge of OBM 122, 133 and 22 CFR 226 and 22 CFR 228.
- Experience with FAR and AIDAR Supplement.
- Fluency in English.
