Room to Read is currently seeking applications from the eligible applicants for the post of Country Office Advisor Officer in Lusaka, Zambia. The duration for the post is of 9 months.
The Country Office (CO) Advisor will facilitate the transition of Room to Read’s Zambia Country Office from a direct implementation to a systems strengthening approach.

Key Jobs Responsibilities
The Country Office Advisor will perform the following functions-
- Develop and implement a capacity building plan for the Zambia Country Office (CO).
- Build capacity of the Country office teams to support our strategic shift from direct implementation to systems strengthening.
- Work closely with the Country Director to review Country Office structure, updating staff capacity and skills, establishing an efficient human resource base and streamlining the Country Office into a viable and responsive system.
- Build capacity of the team to support project work and undertake systems capacity assessment, support and development.
- Take lead in developing project concepts and proposals that prioritizes core project elements that are relevant to the country context.
- Design project plans that are relevant to the country context and maximizes opportunities to consolidate work.
- Work with the Global and Country office teams to align RtR’s CO competencies in Literacy and Girls Education with government priorities and funding opportunities.
- Lead and direct stakeholder engagements, ensuring integration as well as linkages between our systems approach and the government of Zambia’s Primary Literacy Program and Life Skills Curriculum Framework.
- Initiate/develop a viable stakeholder mobilization strategy and consultation process, based a clear messaging of our value proposition in the Literacy and Girls education sub sectors.
- Facilitate Country Office engagement with key stakeholders, working closely with relevant government departments, institutions and NGOs to promote cross sectoral collaborations.
- Forge new relationships, enhancing partnerships and building support for our Literacy and Girls Education programs in the country.
Eligibility Criteria
Applicants must have-
- Masters Degree in Development, Business or Public Administration/Management/Education.
- A minimum of ten years of relevant professional experience, with a minimum of 5 years in a senior management capacity (preferably in INGO sector or UN).
- Ability to interact at systems level, with deep technical skills, strong professional background as well as knowledge and experience in the Zambia education context.
- Ability to communicate internally and externally, build trust and multi stakeholder consensus, and align RtR’s value proposition with stakeholder interest.
- Ability to rally and mobilize stakeholder support (government, inter-governmental agencies and NGOs), strengthen the visibility of the Country Office and facilitate cross sectoral partnerships and relationships.
- Strong knowledge and technical skills on proposals development, networking and resource mobilization.
- Ability to scan and analyze the environment and prioritize the components of our work that differentiate us from others and show the greatest impact.
- A management style that is outcome-oriented, but flexible, which respects the capabilities and independence of staff, while providing them with a clear sense of direction and enabling their success.
- Excellent interpersonal skills – a capacity to listen well and inspire trust.
- Ability to communicate, negotiate and maintain relations with all stakeholders.
- Strong planning, supervising and program development skills.
- Strong verbal and written communication skill.
- Proven track record of achieving results.

- Experience developing and/or implementing large-scale literacy; girls education; or other community development initiatives.
