International Organization for Migration (IOM) is currently seeking applications from the eligible applicants for the post of Human Resources Officer in Manila, Philippines. The duration for the post is of 1 year.
The Human Resources Officer will be responsible and accountable for administering all aspects of recruitment and selection processes with special attention to the emergency and surge response operations.

Key Jobs Responsibilities
The Human Resources Officer will perform the following functions-
- Provide support in implementing the work plans of the Unit.
- Implement recruitment strategies, set milestones, objectives and deliverables for each necessary element of the section’s work plan.
- Ensure compliance with the recruitment and other established IOM policies and procedures.
- Establish strong partnership with various clients including hiring managers, HR focal points, regional offices, thematic and policy specialists.
- Provide support to the country offices in relation to recruitment of professional staff.
- Monitor and report on professional staff recruitment activities of all country offices with a view to streamlining and positively impacting the staffing timeline; review the recruitment system including processes and policy implementation, identify areas for improvements and implement necessary changes.
- Assist in the roll-out and implementation of the Recruitment Policy and implementation of new IOM recruitment system eREC.
- Oversee the preparation and dissemination of closing documents for vacancy notices and special vacancy notices in line with established timelines and procedures.
- Receive, review and endorse shortlists put forward by requesting missions. Ensure that all candidates meet the minimum short listing criteria established by the Organization. Escalate requests for exemption to the attention of the supervisor.
- Maintain regular liaison with the Personnel Administration Unit to support timely completion of selection and mobilization formalities.
- Coordinate with the country offices and hiring managers on the timely filling of posts in accordance with established policies and procedures.
- Respond in a timely manner to e-mail inquiries received in the REC Mailbox pertaining to recruitment and selection processes within the area of responsibility.
- Prepare reports, briefs and presentations in the area of recruitment.
- Participate in various meetings, including regular recruitment meetings, MAC department meetings, etc.
- Perform such other duties as may be assigned.
Eligibility Criteria
Applicants must have-
- Master’s degree in Human Resources, Psychology, Organizational Behavior and Development or a related field from an accredited academic institution with two years of relevant professional experience.
- University degree in the above fields with four years of relevant professional
- Experience in human resources management, recruitment, organizational development.
- Experience in field emergency op
- High level of computer literacy with experience in HR IT systems and applications; working knowledge of SAP is an advantage.
- Good knowledge of IOM/ UN human resources and financial policies and staff rules and regulations.
- Excellent organization skills; analytical and creative thinking.
- Fluency in English is required. Working knowledge of French or Spanish is an advantage.
