Handicap International (HI) is currently seeking applications from the eligible applicants for the post of Project Ambulance Admin HR in Sierra Leone. The duration for the post is of 1.5 months.
HI is an independent charity working in situations of poverty and exclusion, conflict and disaster.
Key Jobs Responsibility
The Project Ambulance Admin HR will perform the following functions-
- Set up individual files for all the staff contracted on the mission.
- Register the staff with the different authorities and pay compulsory taxes (National Health Service, Health and Safety Inspection, Income taxes, etc.).
- Ensure that local legislation is respected in all the recruitment and contracts break down procedures, for all the national staff.
- Respect of HR management tools (wage scales, internal rules…) HUMAN RESSOURCES.
- Team follows up: planning, attendance, disciplinary measures.
- Prepare and realize team payments every two weeks.
- Management of the admin assistant (supervision, training, capacity building) and of two HR operators.
- Take part in the HR set up adaptation according to the project strategy.
- Ensure the respect of internal rules and regulation/ support project team in the good HR management of their team (2 IPC managers/ 1 Logistician/ 1 PM – 250 national staffs) FINANCE MANAGEMENT.
- Budget Management: ensure a regular update of the budget follow up and budget forecast, ensure all expenses availability in the budget. Budget analysis.
- Accounting: all project expenses entries in Navision in a timely manner + monthly closing in relation with coordination.
- Manage a Cash box + cash book.
- Participate in financial reporting to the donors; know and use Donors’ reference guidelines.
- Regularly forward a statement of expenditure and consummation of budget lines to the Program Manager and the whole team of the project and contribute to its analysis.
- In relation with the logistician, ensure suppliers payment in a timely manner, ensuring the respect of HI/ Donor procedures respect.
Eligibility Criteria
Applicants must have-
- An Administration/ HR diploma and / or a Master in Humanitarian Assistance.
- Experience at administration position within international organizations.
- Excellent skills in team management – Financial and analytical skill – Perfect command of accounting software (knowledge of Navision is a BIG PLUS).
- Ability to carry and impart the position and values of the organization.
- Ability to delegate and control.
- Ability to adapt to a socially restrictive environment and deal with stressful working conditions.
- A positive, constructive and persuasive person with strong organizational and interpersonal skills.
- Fluency in English.
