The Organisation for Economic Co-operation and Development (OECD) is currently seeking applications from the eligible applicants for the post of Senior Policy Analyst based in LAC region.

Key Job Responsibilities
The Senior Policy Analyst will perform the following functions-
- Lead and carry-out complex and horizontal research projects, peer reviews and bench-marking exercises in LAC and OECD countries.
- Draft thematic analytical reports that include policy recommendations for the public sector reforms, including centres of government, strategic planning, functional review, with the focus on the countries in the LAC region.
- Prepare guidance and training materials to support implementation of public administration and/or justice policies in LAC countries.
- Supervise and guide the preparation of draft reports and concept papers to ensure high-quality outputs.
- Prepare synthesis reports and communication packages for country officials, stakeholders and wider audiences of governance issues.
- Prepare briefs for the Office of the Secretary General, upon request.
- Take a lead role in the co-ordination and implementation of a strategic, forward looking and horizontal programme of work in supporting LAC governments in designing and implementing public sector or justice sector reforms.
- Recruit and supervise the work of a multicultural team including the definition of activities, objectives and deadlines. Monitor progress, provide guidance and advice and carry out performance evaluations.
- Manage the budget of specific projects and activities as part of the portfolio of the division, including fundraising, budget forecasting and allocation. Ensure timely financial and human resource planning.
- Liaise with country officials and experts to communicate policy recommendations and provide support for their implementation.
- Liaise with other OECD Directorates and with experts to identify strategic linkages and opportunities to advance governance agenda, including in LAC countries.
- Represent the OECD at high-level meetings and conferences involving senior policy makers. Co-ordinate high-level missions to OECD and non-OECD member countries, in particular in the LAC region.
- Establish new networks and strengthen existing collaboration with policy makers and international institutions to create synergies and increase the impact of the Directorate’s work.
- Develop a communication plan for the dissemination of policy recommendations, targeting the audiences that will ensure maximum impact.
Eligibility Criteria
Applicants must have-
- An advanced university degree in law, economics, applied sciences, social science or public management/administration.
- Eight to ten years’ experience in leading and conducting research and policy analysis in order to make sound policy recommendations in public governance and / or justice sector reforms in LAC countries, preferably acquired in a national or international administration, including in LAC country.
- Experience in implementing public administration and / or justice sector reforms in a national or sub-national administration.
- Excellent understanding of the range of policy and political economy issues that impact on public governance issues in various country contexts.
- Proven experience in project management, including people and budget management.
- Proven track record in presenting highly technical subjects, in writing as well as orally, to high-level officials, political and opinion leaders in a compelling manner.
- Excellent written (including drafting) and oral command of one of the two official languages of the Organisation (English and French), and working knowledge of, or willingness to learn, the other.
- Excellent written and oral command of Spanish or Portuguese.
