The Johns Hopkins University (Jhpiego) is currently seeking applications from the eligible applicants for the post of Technical Director, Health Systems Strengthening in Malawi.
The Technical Director will provide technical and program oversight in the design and day-to-day management of implementation of health systems strengthening (HSS) activities for an upcoming USAID integrated health program in Malawi.

Key Jobs Responsibilities
The Technical Director, Health Systems Strengthening will perform the following functions-
- Provide technical oversight, strategic direction and ensure appropriate support for the implementation of project activities in HSS.
- Identify appropriate facility- and community-based strategies at district health management level to address HSS service delivery systems bottlenecks that act as an impediment to effective service delivery.
- Create partnerships with district stakeholders to promote district management of human resources and governance.
- Guide the integration of HSS with the project key technical areas of family planning/reproductive health, maternal, newborn, and child health, and malaria.
- Provide mentoring and capacity building at the district health management level in HSS.
- Contribute to the coordination of assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across project sites as required by project activities.
- Lead the formulation of approaches for scale up of HSS.
- Analyze potential HSS strategies within the context of the project and explain these, as necessary, to policymakers, funding agencies, and/or project staff.
- Identify HSS training needs and assist in the design and implementation of measures to address those needs.
- Advocate with national, regional and district-level health institutions to raise awareness about their role in improving HSS.
- Guide Ministry of Health, professional associations, other national stakeholders in the revision/development of evidenced-based standards for competency in HSS.
- Document and maintain an inventory of successful tools and approaches for HSS.
- Author and co-author abstracts and presentations for journals and conference .
- Supervise technical HSS officers.
- Work closely with the Chief of Party on setting project priorities for HSS and directions, and responding to requests for support from local counterparts.
- Work with M&E staff to design, implement a plan to track data/results related to HSS.
- Assist in the preparation of donor reports and project reports.
- Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants as required.
Eligibility Criteria
Applicants must have-
- Advanced degree in social sciences or related field.
- 8+ years’ experience with progressively increasing responsibility for designing, managing and implementing complex HSS programming in developing countries involving multiple stakeholders and implementing partners.
- Demonstrated hands-on experience in building government, nongovernment, and community capacity to address HSS issues.
- 5+ years’ experience in implementing $10M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the East and Southern Africa.
- Qualification as a “master trainer”.
- Experience training health workers on aspects related to HSS.
- The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community.
- Demonstrated in-depth understanding of Malawian healthcare system, particularly the public health system.
- Experience living and working in Malawi preferred.
- Strong oral and written communication and presentations skills in English.
- Strong skills in word processing and Excel spread sheets.
- Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
- Proven track record managing a project team composed of several technical experts and fostering team work.
- Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas.
- Ability to travel up to 50% time.
