The Oxfam International is currently seeking applications from the eligible applicants for the post of PMAC – Program Manager, Africa-China Dialogue Platform, based in Addis Ababa, Ethiopia.

Key Job Responsibilities
The PMAC will perform the following functions-
- Lead policy development on issues relevant to Oxfam advocacy and campaigns on Africa & China partnership;
- Research and analysis on China – Africa partnership focusing primarily on agriculture investments
- Monitor and analysis of outcomes and impact of China and Africa partnership targeting agreed focus countries/regions;
- Write policy briefs, and research paper on Africa and China relation;
- Develop policy recommendations for Oxfam advocacy on China – Africa relation;
- Ensure timelines for activities and grants and work projects are met;
- Organize high level events;
- Act as Oxfam’s spoke person on issues related to Africa-China partnership;
- Media and communication: Create and maintain strong media relationships including formulating a media strategy, authoring press releases and following up with interested medias;
- Maintain relationships with key stakeholders (Governments, Regional Bodies, CSOs, donors etc.) and participating in relevant conferences and meetings;
- Line-manage Policy and Advocacy Officer;
- Facilitate high level of collaboration between Oxfam Hong Kong, Oxfam International, Oxfam Pan Africa Teams and Oxfam Country Programmes;
- Develop and maintain relationships with CSO and NGO actors;
- Ensure monitoring, evaluation, learning and accountability system contributing to Oxfam impact, programme quality, and efficiency.
Eligibility Criteria
Applicants must have-
- Master’s degree required on public policy, law or other related field;
- 7 – 10 years professional experience and at least 3 years of related experience;
- Excellent research and writing skills in English including the ability to complete succinct policy briefs as well as lengthy reports;
- Excellent communication skills for advocacy and media work, and awareness of political sensitivities;
- Demonstrable experience effectively representing issues and institutions before high level decision-makers, colleagues, media and the general public;
- Knowledge of the African Union, African civil society and continental politics;
- Particular Experience on China politics and context;
- Ability to identify and pursue grants;
- Exceptional ability to coordinate complex projects, high level of knowledge of program, policy and funding issues;
- Sensitivity to diverse cultures;
- Ability to speak French, Portuguese and Chinese is desirable.
