The United Nations Educational, Scientific and Cultural Organization (UNESCO) is currently accepting applications from the eligible applicants for the post of Programme Specialist (Education), based in Yaounde, Cameroon.

Key Job Responsibilities
The Programme Specialist will perform the following functions-
- Coordinate, monitor and implement programmes and projects. Monitor advancements in field of expertise. Provide advice to peers, management and colleagues;
- Provide programme and project support: define project/revision requirements and specifications; suggesting joint activities. Identify, propose and develop cooperation opportunities. Serve as a specialist for cooperation programmes and projects (regular programme and extra-budgetary) under his/her responsibility. Prepare, and draft as necessary, inputs for C/4 and C/5 documents;
- Prepare extra budgetary proposals. Follow-up budget and financial situations, reporting status and raising potential issues with managers. Identify prospective donors and actively participate in such meetings;
- Monitor, organize and conduct programme, project and product evaluations. Edit and compile relevant documentation to enable project and programme work.
- Liaise and provide technical support to regional, national and international organizations, including other agencies within the UN system.
Eligibility Criteria
Applicants must have-
- Advanced University degree, (Masters or equivalent degree) in the field of education, social sciences, education management or a related area;
- Educational background in the field of labor market analysis;
- A minimum of 4 years of progressively responsible relevant experience in the field of education, and/or education policies and strategies, at international and national level;
- Experience in developing, implementing, managing and evaluating projects/programmes in the field of education;
- Excellent coordination and interpersonal skills;
- Demonstrated managerial and organisational skills;
- Funds-raising and resources mobilization skills; capacity to build and maintain effective partnerships inside and outside the Organization;
- Proven conceptual and analytical skills, including the demonstrated ability to provide high-level advice and technical support in education policy, strategic planning and reform;
- Ability to plan strategically and to translate strategies into action;
- Excellent written and oral communication skills, including the ability to prepare, present and discuss findings and recommendations on issues clearly and concisely;
- Proven ability to work effectively in a team and to maintain effective working relationships in a multicultural environment;
- Good IT skills including knowledge of standard office software;
- Excellent knowledge (written and spoken) of French. Good knowledge of English.
