Handicap International (HI) is currently seeking applications from the eligible applicants for the post of General Coordination in Lyon, France.
HI is an independent charity working in situations of poverty and exclusion, conflict and disaster.
Key Jobs Responsibility
The General Coordination will perform the following functions-
- The Mine Action Development Manager proposes, on behalf of the HAD, the general development of HMA/CW related sectors of intervention as well as the setup of programs in new countries according to the objectives defined within the organization’s 2016-2025 Strategy.
- Part of the Humanitarian Action Division, you are under the direct management of the HAD Director.
- Support the launch of new CWD projects within HI’s programs or in new HI’s countries of operation.
- Conduct studies & confirm priority countries according to their potential of development in the HMA/CW sector.
- Apply HI’s technical expertise of the sector by complying to guidance and support provided from the Technical Resources Division.
- Define ToR for exploratory missions and set up the project team to gather all technical expertise needed.
- Conduct exploratory missions: direct implantation or through definition and management of all necessary means (experts recruitment, logistics and security).
- Design HI operational response and support negotiation with all relevant stakeho
- Elaborate, write and submit proposals to institutional donors.
- Supervise the launch of activities during the opening phase, until the project runs.
- Upon desks request, provide operational guidance into the Mine Action component of the program/mission.
- Support identification of development potentials in existing HI/HMA operational countries.
- Set up the project team gathering all technical supports & define ToR for support mission.
- Conduct support missions: direct implantation or through definition and management of all necessary means (experts recruitment).
- In collaboration with the HMA staff of the program, design of HI operational response.
- Contribute to write proposals for donors.
- Facilitate/Coordinate production of specific HI statements/positions to be circulated among the sector.
- Participate to regular international events of the sector: Treaties’ Member State Parties conference, thematic conferences and fora.
- Build specific networks and partnerships in relation with development objectives.
- Contribute to advocacy initiatives within the sector, in collaboration with HI advocacy unit.
Eligibility Criteria
Applicants must have-
- Advanced Degree in Humanitarian, or International or Development sector.
- Significant expertise & experience in all areas link to programmatic process: strategy set up, forging partnerships, project design, proposal writing, budget development, managing donor’s relationships.
- At least 5 years work experience in managing humanitarian/development projects/programs in developing countries, in Humanitarian Mine Action
- Pioneering qualities (taking initiative, self-starter).
- Established leadership skills and the ability to lead, co-ordinate and work with teams as well as a variety of people and organizations.
- Solid analytical skills.
- Demonstrated negotiation skills.
- Ability to elaborate projects and write successful proposals for institutional Donors.
- Strong interpersonal and professional communication skills.
- Practical organizational skills with the ability to manage a fluctuating wor
- Fluent in English, with good working knowledge in French; Spanish or Arabic is an asset.
- Willingness to undertake extensive travel throughout the world – 40% of work time.
