The Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Climate Change Specialist based in Manila, Philippines.

Key Job Responsibilities
The Climate Change Specialist performs the following functions-
- Provide technical input and advice to Operations Departments during the preparation of country partnership strategies (CPS) with a view to scaling-up and mobilizing additional climate financing for proposed investment programs and projects.
- Provide technical input and assist in implementing, coordinating an monitoring activities under the ADB Climate Change Program particularly with respect to scaling-up and mobilizing climate finance.
- Track institutions under the UN Framework Convention on Climate Change (UNFCCC) to ensure ADB’s support to DMCs is aligned to their needs and commitments under the UNFCCC.
- Assist ADB in catalyzing and leveraging public and private sector financing for climate change and developing business opportunities for ADB to scale-up support for climate change mitigation and adaptation.
- Provide inputs and assist ADB in developing policies, strategies, and processes to improve the utilization of climate finance resources and enhance program/project outcomes.
- Provide advice to ADB operation teams on strategies and measures to anticipate and minimize future impacts from adverse climate change conditions on infrastructure and other investments.
- Assist ADB Operations Departments in helping DMCs access relevant climate technologies and practices and implement relevant climate actions.
- Identify specific areas of capacity building assistance required for mainstreaming climate change mitigation and adaptation in development planning and project design.
- Based on ADB’s experience of working with DMCs to tackle climate change, develop relevant knowledge products for DMCs to provide useful lessons and opportunities to integrate climate actions in the development planning process and project design and implementation, and enhance access to climate finance.
- Coordinate with other divisions/departments concerning climate change initiatives, in particular enhancing knowledge sharing and collaboration among regional departments and PSOD.
- Support senior management in preparing for participation in conference/workshops on climate change-related projects and policies, both within ADB and externally.
- Participate in and contribute to relevant internal and external training and other learning events for advocacy, dissemination and knowledge building.
- Liaise with and build partnership with relevant regional as well as international organizations on enhancing cooperation relating to tackling climate change issues in the region
- Participate and represent ADB’s interest in meeting with donors and other financing institutions in view of ADB’s climate change agenda and enhanced support to build climate resilience in the region.
- Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, providing clear directions and regular monitoring
- Ensure ongoing learning and development of reporting staff.
Eligibility Criteria
Applicants must have-
- Master’s Degree, or equivalent, in Energy/Environmental/Civil Engineering, Environmental Economics, Energy/Environmental Policy, or other related fields.
- University degree in Energy/Environmental/Civil Engineering, Environmental Economics, Energy/Environmental Policy, or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
- Suitability to undertake the responsibilities mentioned above at the required level
- Minimum 8 years of relevant professional experience in climate change mitigation and adaptation, climate change policy, climate finance and project development work
- Understanding of climate change negotiation history, set-up of global frameworks, and country policy positions
- Understanding of climate change adaptation issues within the development context (in order to effectively support team members)
- Strong analytical and strategic thinking skills
- Excellent presentation and interpersonal skills to articulate and represent ADB’s activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.
- Experience in both research (academia/research institutes) and private sector preferred.
