Inter-American Development Bank (IDB) is currently seeking applications from the eligible applicants for the post of Health Lead Specialist in Panama.
The Health Lead Specialist in the Social Protection and Health Division will work within a matrix structure under the supervision of the Division Chief of SPH and the Country Representative in the Bank’s Office in Panama.
IDB’s aim is to achieve development in a sustainable, climate-friendly way through financial and technical support for countries working to reduce poverty and inequality.
Key Jobs Responsibilities
The Health Lead Specialist will perform the following functions-
- Lead a team of highly specialized technical and support personnel by motivating and developing their talent to maximize the MHI’s impact in the region.
- Lead MHI work with the Donors, IDB, governments, development partners, civil society, media, and other stakeholder’s in-country.
- Provide overall technical coordination and management of the MHI.
- Integrate to the MHI perspectives and feedback as relevant from internal and external stakeholders.
- Identify opportunities (origination of investment grants) to support the countries in strategic areas where the MHI can develop and enhance its comparative advantage.
- Oversee overall progress in the attainment of milestones for all activities included in the MHI annual plan.
- Participate actively in all phases of the project cycle. Participate in preparing country –specific projects (PSG and TC) and in the supervision and oversight of preparation, execution and evaluation of the project portfolio.
- Provide guidance in the preparation, analysis and negotiation of new grants and project performance frameworks.
- Help to identify and analyze implementation problems affecting performance of the overall portfolio or individual projects, propose solutions, and monitor the implementation of agreements.
- Manage the review of country proposals. Prepare the documents and proposals to be reviewed by the Donor Committee.
- In consultation with the MHI Donors, prepare the agenda and manage Donors’ meetings and the decision-making process of the Donors.
- Support strategic, budget and human resources planning for MHI.
- Further develop and revise the operating regulations for the MHI.
- Monitor MHI portfolio in the Mesoamerican region in coordination with the IDB divisions, supporting compliance with the IDB’s fiduciary policies and norms.
- Lead the preparation of the progress reports to the Donors in coordination with IDB Divisions.
- Oversee the process of transactions in all relevant MHI operational systems.
- In coordination with the Donors and the IDB, define and manage the budget, for the work program of the Secretariat.
- Support to resource mobilization activities.
Eligibility Criteria
Applicants must have-
- Master’s degree or equivalent, preferably in Public Health, Health Economics or other relevant discipline.
- Minimum of ten (10) years of related professional and managerial experience with at least five (5) years at the international level with ample technical and operational experience in the design, supervision and evaluation of health programs in Latin America.
- Demonstrated technical leadership in public health and/or health economics, with peer-reviewed publication track record and proven ability to plan, implement and supervise policy research in MHI priority areas.
- Strong client orientation and relationship management skills.
- Knowledge of IDB guidelines and procedures for the preparation of project documents (technical cooperation and project specific grants) not essential but preferred.
- Proficiency in Spanish and English is required.
