Abt Associates is currently seeking applications from the eligible applicants for the post of Open Data Project Manager in Mexico.
The Open Data Project Manager will be responsible for working with project partners and local government counterparts to implement transparency mechanisms at the state and municipal level.

Key Jobs Responsibilities
The Open Data Project Manager will perform the following functions-
- Carry out research based on international best practices, successful experiences and existing open data strategies in Mexico.
- Design and apply a questionnaire to assess readiness level of proposed counterparts based on regulatory, technological and policy standards (inputs to complement the National Open Government Policy).
- Work with Open Data Director and MEPP partners to draft policy recommendations to improve the legal and regulatory framework governing transparency.
- Day-to-day supervision of transparency and open data activities, content and deliverables of designated projects.
- Carry out consultations with Mexican officials and stakeholders as needed to ensure sound management, progress, and achievement of goals of activities.
- Produce technical briefs, weekly highlights, and contribute to monthly and quarterly reports, reporting on activities under management.
- Develop and participate in capacity building events related to open data and transparency activities.
- Produce Power Point presentations summarizing main findings and recommendations of designated projects/activities.
- Participate in meetings with MEPP staff, partners and counterpart organizations as needed.
- Technical input to administrative documents related to sub-contractors.
- Written comments and guidance on technical deliverables submitted by MEPP subcontractors.
Eligibility Criteria
Applicants must have-
- A. in economics, political science, international relations, public policy or equivalent.
- Bachelor’s Degree and 2 years of experience OR the equivalent combination of education and experience.
- Two years of experience in public policy, strategy or development projects.
- Strong analytical and research skills related to open government and open data.
- Knowledge about the information sources and data related to public sector actions.
- Familiarity with responsibilities of state or municipal chief information officer (or functional equivalent).
- Basic understanding of design and functionality of governmental websites that provide citizens with access to information.
- Language skills: English and Spanish fluency.
- Superior oral, writing and editing skills in Spanish.
- Excellent organizational and interpersonal skills, especially related to teamwork.
- Well-developed capacity to use basic office software, especially Word, Excel, PowerPoint.
