The World Education is seeking applications from the eligible applicants for the post of Monitoring and Evaluation Specialist based in Chimoio, Mozambique.
The Monitoring and Evaluation Specialist is responsible for coordinating monitoring, evaluation and reporting activities under the award. The M&E Specialist leads the development and management of the Project Management Performance Plan (PMP).

Key Job Responsibilities
The Monitoring and Evaluation Specialist will perform the following functions-
- Develop M&E tools and develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
- Support partners to develop, capture, consolidate and report on mutually identified indicators and ensure high quality and timely reporting of data and monitoring.
- Analyze monthly data and support training of M&E personnel in quality assurance methods.
- Provide technical advice in the design and implementation of data collection exercises (e.g., baseline and end line surveys; regular performance monitoring, etc.)
- Direct operation research and evaluation to assess the impact of program activities.
- Identify best practices and provide recommendations.
- Develop or adapt available M&E training materials for program and partner use.
- Train and mentor staff and sub grantees in various aspects of M&E and assist them to use M&E systems to improve in project performance.
- Oversee, in collaboration with program staff, the development of additional standardized data collection tools.
Eligibility Criteria
Applicants must have-
- A Bachelors’ degree in Social Sciences or a related field; a higher specialized professional course or a post graduate or a masters’ degree is highly desired.
- A minimum of three (3) years’ experience in the monitoring & evaluation of USAID-funded projects, or other complex, similar (i.e. OVC, health, education, etc.) donor-funded programs.
- Extensive background analyzing and conducting formative or operations research for integrated OVC and HIV/AIDS or related programs in developing countries.
- Fluency in both Portuguese and English.
- Knowledge of Mozambique and the socio-political context.
- Strong familiarity with populations of OVC-related interest, including vulnerable children, families, PLWA, high-risk groups.
- Demonstrated knowledge of best practices and state-of-the-art analytical approaches and frameworks and management information systems.
- Strong writing and organizational skills and demonstrated written communication skills in English and Portuguese.
