Counterpart International is currently seeking applications from the eligible applicants for the post of Monitoring, Evaluation, and Learning Advisor in Bamako, Mali.
The Monitoring, Evaluation, and Learning (M&E) Advisor will report to the Deputy Chief of Party and will be responsible for the development and implementation of the performance monitoring and evaluation plan (PMEP) and the project’s Learning Agenda.

Key Jobs Responsibilities
The Monitoring, Evaluation, and Learning Advisor will perform the following functions-
- Develop, revise, implement, and oversee the program’s performance management and reporting system, including preparing the Monitoring and Evaluation Plan.
- Implement flexible mechanisms for adaptive management and learning throughout the Project cycle.
- Establish and provide training on data collection and management systems to in-country project staff.
- Design, conduct, and manage internal assessments and evaluations to assess program impact.
- Support external evaluators in the implementation of independent evaluations of the program.
- Ensure the collection of quality quantitative and qualitative data is fed into the Monitoring and Evaluation Plan and documents through sound data collection methodology, data cross referencing, data tabulation/analysis, and by conducting periodic data quality assessments.
- Collect, analyze, and synthesize data for reports to USAID and HQ.
- Manage the program’s inputs into Counterpart’s M&E database and Management Information System.
- Work closely with the COP and HQ staff to review program performance and propose adjustments to reflect best practices and learning.
- Ensure the highest quality of program monitoring, evaluation, reporting and communications.
Eligibility Criteria
Applicants must have-
- A Bachelor’s degree in M&E, statistics, public policy, international development, or a related field; master’s degree preferred.
- A minimum of eight years of overall relevant work experience is required.
- Five years of managing M&E for international development programs, including designing and implementing M&E results frameworks; developing PMEPs, work plans, and indicators; developing and implementing learning agendas, and monitoring on-going programs for USAID or other donors.
- Strong interpersonal, presentation, and communications skills to meet the technical and managerial requirements for M&E, including training for project staff and partners.
- Demonstrated ability to develop gender-sensitive indicators and program approaches for projects that address needs of males, females, people with disabilities, ethnic minorities, gay, lesbian, bisexual, and transgender (LGBT), and other traditionally excluded groups.
- Experiencing implementing and adjusting M&E systems and methods in a post-conflict or transition environment.
- Strong understanding of evaluation methods and standards under the USAID Evaluation Policy.
- Ability to work well in a team environment, as well as work effectively with CSOs, donors, project staff, and other beneficiaries.
- Demonstrated leadership, supervisory and organizational skills.
- Prior experience in Mali, or Sub-Saharan Africa, is required.
- Fluency in English and professional proficiency (level 3) in French required, fluency preferred.
