The Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Senior Project Officer (Transport) based in New Delhi, India.
The Senior Project Officer will provide technical and operational support in project processing and implementation in the transport sector.
The ADB aims for an Asia and Pacific free from poverty.
Key Job Responsibilities
The Senior Project Officer performs the following functions-
- Administers implementation of assigned projects in the transport sector by undertaking regular review missions, monitoring progress, actively identifying issues and taking actions to address them.
- Monitors contract awards and disbursement performance.
- Provides advice to executing agencies (EAs) on ADB guidelines on procurement, recruitment of consultants, preparation of bid documents, etc., and helps to resolve problems.
- Reviews and provides comments on draft bidding documents and bid evaluation reports to ensure compliance with ADB policies.
- Monitors compliance with loan covenants including loan covenants related to sector reform and ADB safeguard policies.
- Undertakes internal project administration activities for the assigned projects.
- Participates in ADB’s processing missions for transport sector projects.
- Provides inputs on technical matters such as design criteria, cost estimates.
- Prepares procurement plan and other procurement related matters, project implementation arrangements and project implementation schedule.
- Provides sector information, as required, follow up issues for fact-finding, appraisal, negotiation and Board presentation.
- Participates in consultation and programming missions.
- Provides support to country programming missions by participating in discussion with state governments, line ministries and EAs on proposed assistance in the transport sector.
- Follows up on outstanding issues with concerned ministries and EAs.
- Participates in tripartite discussions with the government.
- Prepares Project Completion Reports and TA Completion Reports as assigned.
- Supports activities to build the capacity of EAs, including assessing and monitoring implementation capacity, identifying weaknesses and proposing short and long term needs, and liaising capacity development programs conducted by ADB.
- Produces reports, as required, on the tasks undertaken in relation to the above.
- Performs other duties that may be assigned as reflected in the incumbent’s work plan.
- Contributes to policy dialogue in the transport sector with government officials in the context of project and TAs processing and administration.
- Actively disseminates information on ADB’s transport sector interventions and programs to development stakeholders and the public.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in civil engineering, preferably with relevant master’s degree or equivalent will be an advantage.
- At least 8 years of relevant professional experience in project management and implementation.
- Demonstrated expertise and experience within the assigned sector
- Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
- Sound knowledge of government administrative systems and procedures
- Familiarity with accepted best practices of procurement and disbursement processes
- Effective report-writing and communication skills in English
- Ability to mentor junior National Staff (NS) and Administrative Staff (AS) to facilitate work planning, delivery and quality review
- Ability to liaise and work effectively with government officials within own work location
- Ability to work collaboratively with teams as a constructive team member.
- Strong oral and written communications skills
