The Danish Refugee Council (DRC) is currently seeking applications from the eligible applicants for the post of Area Monitoring, Evaluation and Learning Manager in Lebanon. The duration of this post is 6 months.
The Area Monitoring, Evaluation and Learning Manager will be line managed by the Area Manager North in close coordination with the Area Programme Manager and will supervise/manage the MEL / information management team in both Tripoli and Akkar.
DRC is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, by fulfilling its mandate of providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.
Key Jobs Responsibilities
The Area Monitoring, Evaluation and Learning Manager will perform the following functions-
- Provide technical and strategic advice to the Area Manager and sectors managers on MEL-IM related issues.
- Support in internal and external reporting tasks, including donor specific monthly reports and ensuring consistency among reporting mechanism (AI, IPT, ALPHA database).
- Under the supervision of the North Area Manager, and in coordination with the APM, facilitate the monthly monitoring meetings with sector managers to review relevant monitoring findings and validate indicator performance trackers / database system / and key reporting tools (such as Activity Info).
- In coordination with the APM and sector managers, ensure M&E plans are in place and relevant to the North context and implemented according to schedule.
- Appoint key MEL/IM/Database staff, provide training as needed and supervise their work plans and activities.
- Working closely with internal program stakeholders, set the framework and procedures for monitoring and evaluation of project activities.
- Oversee the implementation and coordination of MEL-IM activities at field level and with DRC Beirut.
- Manage the MEL-IM Area team and the daily/weekly/monthly work plan, ensuring that objectives and monitoring targets are met.
- Represent DRC MEL at relevant donor and inter-agency coordination meetings at field level.
Eligibility Criteria
Applicants must have-
- Degree in international relief and development, social sciences, public health, statistics/research methods, or related/relevant fields.
- Knowledge of monitoring techniques – quantitative and qualitative – and their application in humanitarian programming, with particular emphasis on participatory and community-based monitoring approaches and ability to engage and motivate staff and partners in a challenging new area.
- Familiarity and field experience applying principles and approaches to monitoring and evaluation in humanitarian and emergency contexts using both quantitative and qualitative methods.
- Experience working with International NGOs, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies.
- Demonstrated management experience of emergency response projects with large assessment and/or monitoring components.
- Demonstrated management experience with the ability to engage and motivate staff and partners in a challenging new area.
- Experience of working on log frames and indicator tracking and IM and statistics capacities.
- Experience in participatory assessment and community-based monitoring approaches and experience implementing HAP.
- Nationality of Lebanon.
