The European Commission has launched a call for proposals to support Civil Society Organisations in Palestine – Economic Development under the Thematic Programme “Civil Society Organisations and Local Authorities”. EU support to Civil Society Organisations (CSOs) whose areas of interventions were the traditional sectors of expertise of Palestinian CSOs, such as health, education, governance and advocacy.
The overall indicative amount made available under this Call for Proposals is EUR 7,000,000.00
Programme Objectives
- The global objective of the programme is to strengthen Palestinian Civil Society Organisations (CSOs) in line with the focal sector of the Single Support Framework.
- The specific objective of the programme is to enhance CSOs’ contribution to governance and development processes as stakeholders in promoting inclusive and sustainable growth in Palestine, in partnership with public authorities and the private sector.

Size of Grants
Any grant requested under this Call for Proposals must fall between minimum EUR 600,000 and maximum EUR 1,500,000
Duration
The initial planned duration of an action may not be lower than 36 months nor exceed 48 months.
Location
Actions must take place in Palestine. Specific activities, within the scope of the action and for its benefit, may also be implemented in the region or abroad. Actions promoting joint business between West Bank,
East Jerusalem and the Gaza Strip and/or targeting marginalised/isolated areas are encouraged.
Eligibility Criteria
- Applicants must:
- Be a legal person and
- Be non-profit-making and
- Be civil society organisation
- Be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
- Be an in-country CSO, with Headquarters in Palestine11 and officially registered with the Palestinian competent authorities
- International Organisations are not eligible to this call for proposals.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Membership, i.e. the beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
