European Union is seeking proposals from organisations for Civil Society Facility Action with an aim to enhance the impact of civil society through their involvement in public policies and further development of the civil dialogue, stronger and active contribution in policy and watchdog initiatives, policy monitoring, increased participatory democracy and improved fundamental rights.
The action also aims towards developing a strong regional partnership dialogue among civil society organisations from the IPA region, their EU counterparts and the public authorities.
The objective of this call is to strengthen the impact of the civil society in public policies and decision making to influence key reforms for further support of the country in the EU accession processes.

Size of Grants
Any grant requested under this call for proposals must fall between EUR 150,000 to EUR 300,000
Locations
Actions must take place in the Former Yugoslav Republic of Macedonia.
Duration
The initial planned duration of an action may not be lower than 12 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person registered at least two years before the call is launched and
- be non-profit-making and
- be a specific type of organisation such as: civil society organisations i.e. organisations considered as non-state, non-profit making actors operating on an independent and accountable basis. They include: non-governmental organisations, professional associations, employers’ associations and trade unions (social partners), chambers of commerce, universities and any other non-governmental associations and independent foundations, and
- be established in former Yugoslav Republic of Macedonia or a in Member State of the European Union or countries that are beneficiaries of the IPA instrument and
- be registered or accredited in the former Yugoslav Republic of Macedonia at the latest on the deadline for submission of the concept notes and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be experienced and able to demonstrate their capacity to manage larger scale activities corresponding to the size and type of the project for which a grant is being requested.
- The lead applicant must act with co-applicant(s) as specified hereafter. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies) that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply
- The application procedure consists of two phases:
- concept notes
- full application
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
