The Bureau of Population, Refugees, and Migration (PRM) under the United States Department of State, looks after the formulation of policies on population, refugees, and migration. Moreover, it also administers the U.S. refugee assistance and admissions programs.
In FY2011, PRM expects to provide approximately $1.9 million to fund NGO programs in the Russian Federation/North Caucasus, Armenia, and Azerbaijan.
Of this funding, approximately $200,000 will go towards the funding of an NGO protection project for urban refugees and other persons of concern to UNHCR in Moscow. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those Moscow projects that target a beneficiary base comprised at least 50% of refugees. PRM requires appropriate targeting of beneficiaries in coordination with UNHCR and other relevant organizations.
Remaining $1.7 million is expected to fund the NGO-implemented programs in the North Caucasus. PRM will consider projects submitted with budgets in the range of $200,000 to $750,000. At least $700,000 of the $1.7 million will be dedicated to gender-based violence (GBV) prevention, reporting and response, whether in stand-alone projects or as project sub-component(s).
