ILGA-Europe under the “Human Rights Violations Documentation Fund” has issued its sixth call for proposals for organizations in Western NIS (Moldova, Ukraine, Russia, and Belarus), Southern Caucasus (Armenia, Azerbaijan, and Georgia), the Western Balkans (Albania and former Yugoslavia), the 12 new EU member states and Turkey. Small and medium-sized projects will be supported for producing and disseminating reports about current and recent situations on human rights violations for advocacy purposes. The goals of the Fund are:
- to work towards LGBT equality by gathering evidence of human rights violations and supporting evidence-based advocacy throughout Europe
- to promote documentation of cases of discrimination, hate crimes and other human rights violations against LGBT people according to the international human rights documentation standards
- to build capacity of LGBT organisations in Europe to monitor and document human rights violations on the grounds of sexual orientation, gender identity and gender expression
- to enable use of well-documented information for advocacy purposes at the national level
- to develop methodology and tools that can be replicated in other European countries for collection of reliable information on human rights violations
The eligibility criteria also says, “proposals will be accepted from officially registered with local authorities LGBT organisations or unregistered initiative groups (in countries, where there are no registered LGBT NGOs).” The grant can be applied for both advocacy based on the information gathered and/or for dissemination of this information by publishing it through print, internet, CD etc. However, in both the cases, the information has to be collected and analyzed. The completed application form should be attached with the information that has to be disseminated. The grant limit is around €5,000, but organizations can include administrative overheads of up to 20%. Co-financed applications are also accepted.
