Project proposals will be selected by a technical committee represented by individuals with expertise in relevant areas. The committee will use the following criteria to select the grantees:
“1. Strategic objectives: Does your organization/network or coalition have clear and realistic strategic objectives for the coming years, which focus on improving health for all? Does it have clear policy goals?
2. Advocacy plan: Does your organisation/network or coalition have a clear, detailed and realistic advocacy plan which responds to these objectives? Does the advocacy plan have a clear focus on engagement with government and other stakeholders (including international aid donors) on health sector policy (with specific engagement in IHP+ processes where this has been possible and appropriate)?
3. Budget: Has your organisation/network or coalition produced a detailed, realistic and cost-based budget for its plans? Is the budget in line with your operational and financial management capacity? Has your organisation/network or coalition made clear that it can source the resources to deliver this plan?
4. Capacity: Has the organisation/network or coalition indicated clearly and convincingly its capacity, and identified areas for support?
5. Financial Management: Is your organisation/network or coalition registered with the appropriate local authority? Does your organisation/network or coalition have a bank account? Are your organisation/network or coalitions’ accounts regularly audited? Where does your organisation/network or coalition get its funding from?
6. Experience: Does your organisation/network or coalition have experience in program management in relation to at least one of the following: health research, policy analysis, l communications, lobbying and advocacy.
7. Legitimacy: If applying as a network or coalition does your network/coalition have broad membership from stakeholders, transparent and participatory decision making processes and procedures in place to avoid excessive domination by one or more members? Does your organisation have links to, and credibility with affected populations? Was the proposal developed collaboratively?
8. Networking and coalition building: If applying as an organization, does it participate in national health coalitions or networks? Will your organization be able to strengthen those coalitions or networks through your proposal?”
